University of the Sciences (USciences) has an immediate need for a qualified candidate for the position of Payroll Manager - Controller's Office. The Payroll Manager reports to the Assistant Controller and provides leadership in managing the processing and reconciliation of the University’s biweekly payroll. Develop, evaluate, and implement payroll policies and procedures to ensure compliance with all local, state, and federal regulations and reporting requirements; Prepare reports and analyses and conduct payroll training sessions. Oversee the student employment process including reconciliation of Federal Work Study; Work in collaboration with Information Technology, Finance, and Human Resources teams in the development, review, and implementation of payroll, absence and time tracking processes associated with Workday, the University’s cloud-based information system; Coordinates system testing, modification, maintenance and training; prepares all work papers for the University’s payroll audits

Oversees the processing and the reconciliation of all University payrolls to include processing of W-2 information, file transfers, preparation of tax and other payroll reports, and proper reporting of benefit and retirement data to third party administrators on a per payroll and monthly basis.
Formulate, evaluate, and implement payroll policies and procedures ensuring compliance with federal, state, and local payroll related legislation impacting faculty, staff, and student employees at the University campus as well as program locations outside of Philadelphia.
Review, approve and verify for accuracy payroll workflows to ensure that all Human Resource actions are documented and that all data fields are properly updated to affect accurate payrolls and benefits.
Participates in the resolution of time, pay and benefits eligibility issues in advance of payroll runs; oversees entry of check cancellations and voided checks; calculate and prepare various payments to employees including final checks. Coordinate issuance of payments and/or checks.
Receive, verify, and process involuntary deductions and make the appropriate payments or journal entries to include child support and other withholding orders from various federal, state, and local agencies.
Prepare and transmit deposits, federal, state, and local taxes, retirement contributions and other vendor files and data. Review and reconcile all payroll accounts on a per pay basis to include federal income taxes, Social Security/Medicare, state income taxes, local taxes, retirement contributions, and other payroll related deductions. Prepare/Review quarterly and annual federal, state, and local tax returns, W-2 tax information and resolves problems with these constituencies in cooperation with appropriate staff within Human Resources.
Oversees the student employment process, ensuring student supervisors are following all University policies required for student employment: including hiring, verifying all onboarding tasks are completed, time entry is completed timely for payroll processing and terminating students who are no longer working. Works in collaboration with the Financial Aid Office to upload the awarded Federal Work Study amount to each eligible student employee, completes reconciliation on a per pay bases for quarterly and annual regulatory reporting needs.
Works in collaboration with Information Technology, Finance and Human Resource teams in the development, review, and implementation of payroll, absence and time tracking processes associated with Workday. Coordinated system testing, modifications, maintenance and training; resolve system issues and coordinate system upgrades impacting the payroll, absence and time tracking modules; assist with weekly and bi-annual patch application testing; and documents all payroll, absence and time tracking system procedures.
Prepares all payroll audits, including insurance audit work papers in support of the Risk Management function, plan audit work papers in support of the Human Resource and Finance Departments and financial audit work papers in support of the annual University Financial audit.
Review and process approved transactions submitted for payment appropriate to payroll processing such as payments for qualified moving expense reimbursements and award payments.
Serves as liaison with the IRS (Internal Revenue Service), Pennsylvania Department of Revenue, the City of Philadelphia, and other governmental agencies regarding payroll information.
Conducts payroll training for faculty, staff and student employees as needed; creates job aides and training materials for the end user to assist with payroll, absence, and time tracking.
Maintain security of the Payroll area to ensure compliance with University polices and governing regulations, ensure confidentiality.
Performs related work as assigned.
Knowledge, Skills, and Abilities Required:
Bachelor's Degree, Business or Accounting major preferred
Minimum of 3 years extensive payroll processing/services experience or the equivalent combination of education and experience
APA (American Payroll Association) or equivalent certification desired
Knowledge of payroll related state and federal regulations, knowledge of payroll regulations specific to not for profit or higher education institutions is strongly preferred.
Proven management experience
Excellent communication skills
Strong organizational, analytical, and attention to detail skills
Ability to maintain confidentiality
Familiarity with Workday or other Human Resources/Payroll software applications such as ADP
Microsoft Office Excel skills
