The Center for State Health Policy (CSHP/Center), a unit of the Rutgers Institute for Health, Health Care Policy, and Aging Research (IFH/Institute) within Rutgers Biomedical and Health Sciences (RBHS), is recruiting two faculty members with demonstrated ability to develop and lead a program of research that addresses critical and timely health systems, population health, and policy challenges facing New Jersey, other states, and the nation. These positions offer a unique and exciting opportunity for candidates interested in achieving academic excellence by conducting high-impact, applied health services and state health policy research. Since it was established in 1999 with core funding from the Robert Wood Johnson Foundation, CSHP has become one of the nation's premier research centers focused on critically important health policy issues facing states. With a team of four full-time multi-disciplinary faculty and 11 skilled research and support staff and a mission to inform, support, and stimulate sound and creative state health policy in New Jersey and around the nation, the Center has received over $100 million in extramural funding to support a rigorous, evidence-based research portfolio over the past two decades. These are tenure-stream positions at an academic rank commensurate with accomplishments. The successful applicant(s) for this recruitment will hold a joint appointment in IFH and the Rutgers school/department that is most compatible with the faculty member's line of scholarly inquiry. IFH will provide space and research support services and, as a core member of the Institute, the successful candidate(s) will be eligible for discretionary funding, pilot project support, and other resources to facilitate the advancement of their research portfolio. The Center and its parent Institute provide a rich collaborative environment for conducting cutting edge social science research. Currently, IFH is home to diverse faculty and other researchers with expertise in health disparities and equity, population health, clinical sciences, pharmacoepidemiology, aging, bioethics and related fields.
We have two vacancies available and these positions will report to the Director of the Center for State Health Policy with appropriate reporting lines through the faculty member's tenure-stream academic school/department. Candidates are sought who bring expertise in one or more areas relevant to health systems, population health, and policy research. Examples of areas of inquiry of particular interest to this recruitment include:
Informing the development and implementation of payment and delivery system reforms intended to lead to more effective and efficient care for medically and socially complex patients, particularly those covered by Medicaid;
Identifying causes and potential solutions to long-standing and emerging health disparities and inequities among racial/ethnic, gender, gender identity, family structure, and socioeconomic subgroups;
Evaluating public policies intended to improve care for aging populations and individuals with disabilities, including those with mental health needs, substance use disorders, and long-term services and supports and those nearing the end of life;
Informing strategies to improve population health and well-being by addressing social determinants of health, including housing, education, food security, and employment;
Investigating policies to expand access to affordable health insurance coverage and improve the functioning of the system of public and private coverage programs and markets; and
Examining impacts of the COVID-19 pandemic and possible future emergencies on the health, economic, and overall wellbeing of at-risk populations and identifying strategies to mitigate adverse effects.
Minimum Education and Experience:
We seek applicants with experience in advanced empirical skills and strong theoretical grounding. An earned doctoral degree in a relevant discipline such as economics, political science, psychology, or sociology, or a professional or applied research field including law, public policy, health services research, or epidemiology is required. Candidates with degrees in medicine, nursing or other clinical fields who also have advanced research training and experience are encouraged to apply.
Required Knowledge, Skills, and Abilities:
Demonstrated success in developing extramurally-funded research is essential. The successful candidate(s) will be expected to build a robustly funded program of research that advances knowledge relevant to significant health system and policy challenges facing states or the nation. Our emphasis is on recruitment of mid-career or senior faculty candidates. However, early stage applicants who have demonstrated high potential by contributing to successful research proposals and projects during post-doctoral fellowships or similar experiences will be considered. Mid-career and senior applicants will be expected to have successfully developed and executed funded research proposals. The selected applicant(s) will receive intensive mentorship, appropriate to their career stage, to advance their research agenda and the goals of CSHP/IFH and their tenure home.
We are especially interested in candidates with expertise in inferential and predictive modeling using large administrative data sources, analysis of complex surveys, and application of mixed qualitative-quantitative methods. CSHP works closely with the New Jersey Medicaid agency and hosts a continuously updated, comprehensive Medicaid database of enrollments, encounters, and claims for the State. Our investigators conduct cutting edge research drawing on the Medicaid data linked to other rich administrative and survey sources, particularly relevant to addressing social determinants of health and other issues that compromise equity across populations. In addition, faculty will have access to other national and regional data resources within an NIH compliant Survey/Data Core within IFH.
We are seeking candidates with exceptional communication skills and a demonstrated track record in translating and disseminating evaluation/research findings to broad and diverse policy audiences through publications, presentations, policy briefs, and webinars. CSHP deeply values community informed and stakeholder engaged research and the ideal candidate(s) will have experience successfully collaborating across multiple policy sectors.
CSHP values strong leadership skills and the faculty member(s) in this position will play an active mentorship role in the Center and will be expected to take on teaching and student mentorship responsibilities within the tenure department.
During the first three years of their appointment, the incumbent(s) will devote the majority of their effort to developing their research portfolio, with limited time allocated to teaching (e.g., one course per year), mentorship, and service. After this start-up period, the balance of research and other duties will depend on the incumbent’s career goals and extent to which their time is covered by extramural funding sources. Salary and academic rank will be commensurate with a candidate's achievements, including project leadership and publications records, as well as other relevant professional experience.
