UWMC Respiratory Care Services has an outstanding opportunity for a full time day shift Respiratory Care Health Services Manager/Manager of Pulmonary Services. With delegated authority, the Manager of Pulmonary Services is responsible for the overall direction and management of the operational, financial and human resource activities for the Pulmonary Services programs, including: • The Department of Respiratory Care Services • The Department of Pulmonary Diagnostics • The Pulmonary Rehabilitation Program • Related patient care and support services.
The Manager of Pulmonary Services functionally integrates his/her area of responsibility within the University of Washington Medical Center (UWMC) in support of its mission, goals and objectives.
The person in this position participates as a member of the Patient Care Services Executive Council, to assure attainment of the objectives of the Patient Care Services Division, and as a member of UWMC’s management team.
CHARACTERISTIC DUTIES AND RESPONSIBILITIES:
• Supervises the operations of the Pulmonary Services Departments and their patient care functions through direct ongoing supervision of all staff.. • Participates actively in planning activities of the Patient Care Division and develops a plan for Pulmonary Services and other assigned services that is an integral part of the division wide plan. • Continually assesses and identifies opportunities to manage organizational resources with fiscal responsibility promoting effective allocation of resources and revenue generation. • In collaboration with the Director of Patient Care Services and the Medical Directors, directs the development and administration of capital and operating budget for all departments of responsibility. • Establishes effective communication, collaborative problem solving, and interdepartmental working relationships with emphasis on both ambulatory and inpatient services. • Serves as a role model in professional behavior for UWMC management and the Patient Care Services Division and demonstrates a commitment to the profession of Pulmonary Services. • Provides direction, motivation, leadership, problem solving and coaching guidance to all direct reports. • Conducts (or reviews, if delegated) an annual competency based performance evaluation for each employee in the departments of responsibility, based on the employee’s job description. • In collaboration with the department Medical Directors, is accountable for developing, implementing, and evaluating policies and procedures. Evaluates staff recommendations concerning procedures and approves implementation as appropriate. • In collaboration with the Director of Patient Care Services and the Medical Directors, is accountable for implementation, monitoring and assessing performance improvement activities for areas of responsibility. • Assures and monitors effective educational services for the areas of supervision, including community education, inservice and continuing education. • Assures, promotes, and assesses compliance with regulatory agency standards and participates as a leader in preparation and performance of regulatory survey activities (JCAHO, Department of Health, etc.). • Assures a safe environment for staff, patients, and visitors; communicates and manages safety issues as soon as they are identified. • Finalizes budget requests, prepares required written narrative and reviews the final proposal with the Director for Patient Care Services. • Monitors budget compliance and assures timely corrective action when necessary. • Creates a working environment that promotes positive employee attitudes, effective communications, collaboration, creativity and optimal productivity. • Participates in and seeks out opportunities and activities which provide for continuing education, skills development and self improvement. This includes satisfying Medical Center and professional requirements for annual training and education. • Defines the scope of emerging pulmonary services roles of the future consistent with national trends in health care delivery; and creates and implements long-range plans for new delivery systems in areas of respiratory care, pulmonary diagnostics, pulmonary rehabilitation, and other services. • Attracts, retains and develops key people who contribute significantly to the growth and success of the Pulmonary Services Departments and the Medical Center. • Establishes himself/herself as an advocate for Pulmonary Services Departments while still representing institution wide philosophy, goals and management. • Represents the Medical Center on University, local, and/or state boards, commissions, associations, and committees as requested or approved by the Executive Director. • Responds to and handles patient or public complaints and grievances related to this area of responsibility. • May participate as a member of various Medical Center and Health Science Center committees involved in policy and procedure development, program planning, and/or conflict resolution as requested or approved by the Director for Patient Care Services. • Participates as a member of the Patient Care Executive Council and Management Council meetings of the Medical Center. • Performs other duties as requested by the Director for Patient Care Services.
This position reports directly to the Director for Patient Care Services. In addition, the Manager of Pulmonary Services works in close association with the Medical Directors of the Respiratory Care Department, Pulmonary Diagnostics Department, and Pulmonary Rehabilitation Services.
Functional and administrative supervision is exercised over two to four professional level supervisors, eight to ten technical specialist and lead staff, forty to fifty classified technical, service and support staff.

• Bachelor's degree relevant to service area and/or equivalent experience • Five years experience in clinical specialty area, including critical care • Demonstrated management and leadership skills, with a minimum of five years experience in a management/supervisory role in the clinical specialty area • Experience with multi department management • Demonstrated strong and effective communication skills • Experience with program development and management • Registered as a Respiratory Care Practitioner by the National Board of Respiratory Care • Valid Washington State License as a Respiratory Care Practitioner
