The Department of Contracts and Procurement at SUNY Downstate Health Sciences University is seeking a full-time Purchase Associate.The successful candidate will: - Assess needs and initiate sourcing projects - Initiate projects based on high spend profile, potential for savings, upcoming contract expirations, and non-technical capital projects. - Sourcing strategies- Define sourcing strategies to optimize value in light of client needs and market conditions; apply project management skills that achieve project timing, and service and savings objectives. - Market Evaluations - Gather interpret market and competitive intelligence through formal and informal processes; evaluate supplier capabilities to meet our needs through fair and thorough techniques. - Supplier selection and contracting establish business cases supporting sourcing recommendations; conduct negotiations with suppliers on pricing and develop contractual terms and conditions. - Implementation and supplier relationship management - Assist implementation of sourcing changes and quantify budget impacts, author policies that drive demand and introduce and enforce appropriate behavior; periodically review supplier effectiveness; remain abreast of evolving internal client needs and keep clients aware of evolving market capabilities. - Adherers to SUNY/ OSC/ State guidelines (Procurement Stewardship Act of 1995). - Manage all areas of procurement and contract department in the absence of senior personnel. Attend Vice President of Finance monthly schedule meeting of all department senior personnel. Attend meeting with V.P. of Finance and Senior Hospital Administrators in discussing finance and business operations. Develop bid procedures and tolls needed to successfully implement IFB and RFP procurements and ensure standard data integrity among all agents. Assist in all aspects managing, training, mentoring, evaluating and discipline of employees. Plan, schedule, and assign work assignments to purchasing staff. - Assign, evaluate and counsel purchasing staff on weekly desk audit reports to achieve greater end results. In the absence of senior personnel, review and sign purchase orders. Increase productivity and work output by identifying problem areas and resolving such issues with staff. Maintain cohesive work environment and good morals among co-workers and management. Research and provide new policies and procedures from the Office of the State Comptrollers to staff. Handle high profile medical emergencies and resolve finance problems such as accounts payable issues. - Completed two complex turn-key projects for purchasing and contract department. - Professional placement contracts for recruitment of doctors and medical personnel. - Purchase authorization for physiological monitoring systems used within the hospital. (DUTIES AND RESPONSIBILITIES ARE NOT LIMITED TO THE ABOVE POSITION DESCRIPTION) QUALIFICATIONS: - College degree or significant relevant experience in lieu, generally 5-8 years or more in proven leadership skills, procurement/ contracts, value analysis, strategic sourcing and materials management experience. - Demonstrate a strong record of sourcing opportunity achievement, possess strategic sourcing experience evidencing increasing levels of spend and increasing complexity coverage, strategic importance and impact. - Applied highly developed sourcing techniques to new areas through demonstrated competence, evidence highly ethical and professional conduct in all dealings. Record of gaining trust of internal, reputation of creative problem solving, have a sharp analytical mind, able to translate often- complicated markets or supplier pricing to readily comparable and understood analyses. - Be a strong salesperson, as well as purchaser, to be able to sell suppliers on reasons we should enjoy their best considerations and to sell sourcing's involvement and results within. Work well independently progressing multiple projects simultaneously; set and meet aggressive projects timelines. - Demonstrate highly developed client and supplier relationship management skills and the ease of influencing, recommending and negotiating skills. Possess knowledge or used advanced sourcing tooks such as auctioning, on-line sourcing, collaborative development processes. Expertise blending materials management considerations into sourcing decisions to lower the total cost of ownership. Able to provide leadership in the organization and among internal cleints to advance knowledge of strategic sourcing concepts and benefits. Mentor less experienced members of the Purchasing and Supply Chain Management. Must have some knowledge of customer service, good communication and organizational skills.
