Category Manager - Procurement, Contracting, and Payment Services 15530
The Procurement, Contracting and Payment Services department at West Virginia University is seeking applications for a Category Manager. This position is responsible for leading strategic sourcing and procurement efforts across a given category of spend (Facilities, ITS, Lab Supplies, etc) with a focus on cost savings and process efficiency. The category manager will work with functional leaders across the university's campuses and colleges to collaboratively develop and implement a successful category strategy driving cost savings and increased revenue.
In order to be successful in this position, the ideal candidate will:
Lead/support strategic sourcing efforts for assigned category/commodity areas.
Lead sourcing efforts beginning with spend analysis through contract execution.
Identify and lead sourcing and procurement process improvement efforts.
Correctly apply Category Management and Strategic Sourcing best practice processes.
Assess opportunities and set and execute category/commodity strategies.
Prepare business case, cost/benefit and benefit realization analyses.
Form, launch and project manage sourcing teams with buyers/stakeholders.
Analyze documents and presents complex category and commodity operational/functional data to stakeholders/executives.
Coordinate legal review/approval process for procurement/sourcing contracts and agreements.
Develop negotiation strategies, train category analysts/purchasing agents on negotiation strategies to obtain most favorable terms with suppliers.
Lead supplier evaluation and selection process.
Leads development and execution of supplier management strategy and program.
Implement and oversee supplier management program for assigned categories/commodities.
Plan/facilitate supplier performance reviews.
Lead efforts to create and manage SLA's with preferred supplier/stakeholder.
Audit contract pricing and address unfavorable variances.
Identify and lead process improvement efforts.
Monitor and measure supplier performance and compliance; identify and recommend ways to resolve performance issues.
Manage broader group of contracts with more complex set of suppliers.
Use appropriate technology tools to continually measure savings, performance and internal levels of service.
Manage procurement operational support.
Lead and encourage cross-business unit collaboration through sourcing and supplier management teams.
Facilitate stakeholder meetings to assess needs and identify issues/document issues.
Recognize, document and accurately resolve sourcing and procurement related operational issues (invoice allocation, vendor payment issues, etc).
Solicit feedback and incorporate improvements to category, supplier management programs.
Identify and implement operational process improvements and cost savings by working with stakeholders and suppliers to understand key value and cost drivers of relevant operations and categories.
Use deep understanding of supply market or ability to analyze supply market including raw material trends and cost drivers.
Build and maintain positive business relationships with category/commodity stakeholders and routinely work with mid and upper level management.
Staff Management and Development.
Ensure staff compliance with purchasing policies and procedures.
Manage assigned staff by setting expectations, assessing performance, and ensuring that day-to-day operations and assigned tasks are completed on time and with a high level of quality and accuracy.
Understand and employ team-based, cross business-unit sourcing strategy.
Oversee strategic planning (potential projects, process, procedural, policy changes, team directives and initiatives.
Bachelor's degree in Supply Chain Management, Industrial Engineering, Finance or equivalent combination of education and related work experience.
Five (5) years of experience in the following:
Procure to Pay environment
Supervisory experience in procurement, supply chain, or related field of expertise, preferred
Understands, adheres to, and ensures correct application of university's supplier diversity program requirements.
Understands and correctly applies total cost of ownership (TCO) principles.
Strong knowledge of industry leading Procure to Pay (P2) process.
Can apply knowledge of demand management and use appropriately within a P3P environment (e.g., inventory management and order timing).
Strong data analytics skills using Microsoft Excel.
Excellent internal and external negotiating skills.
Excellent customer service skills.
Strong verbal and written communication skills.
ISM, CPM, CPSM or similar certification desired.
