The Delaware Center for Transportation (DCT) is a research center of the Department of Civil and Environmental Engineering at the University of Delaware. The DCT provides a university-wide multidisciplinary program of transportation-related research, educational, and instructional activities. DCT personnel identify research and training opportunities with state and federal agencies as well as private organizations. The mission of the DCT is to improve the movement of people, goods, and ideas and to be viewed as a valuable resource for transportation-related issues and challenges within the state of Delaware, in the mid-Atlantic region, and beyond.
Significant financial support for DCT operations is provided by the Delaware Department of Transportation (DelDOT), and this state agency is a primary partner for the DCT. Three other Department of Civil and Environmental Engineering areas of research and teaching activity are under the umbrella of DCT: The Center for Innovative Bridge Engineering, the T²/LTAP Center (Technology Transfer), and the ITS Lab. This Business Administrator I position seeks to hire an Assistant to the Director of the DCT, who will provide support both to the Director of the DCT and with DCT operations. One of the primary responsibilities for this position will be the management and administration of the DCT Annual Research and Technical Assistance Program.
The Assistant to the Director will serve as liaison with DelDOT and University personnel and will be responsible for the preparation and management of the Center's budget. The Assistant to the Director will have an active role in the education component of the Center and will be responsible for the general administration and office management of the Center. The Assistant to the Director reports directly to the Director.
Responsible for overall research administration of DCT and technical assistance program which includes pre-award and post-award duties: input proposals in grants system and route for approval, maintain project files, monitor/reconcile accounts on a monthly basis, process journal vouchers and UD forms related to projects, meet with/send reports to principal investigators on a quarterly basis to review status of projects, complete Automated Closeout Reports (ACR) following project completion, and publish final technical reports.
Assist with the DCT annual research program: Act as central office for questions and budget assistance with regard to annual DelDOT proposal solicitations on campus; act as university liaison with DelDOT research coordinator to foster communications between the two organizations; prepare annual budget and monitor center accounts including non-grant purposes.
Provide administrative support for large federal transportation related grants such as U.S. Department of Transportation (USDOT) funded University Transportation Center (UTC) projects: Monitor and report on these projects; coordinate activities related to annual Transportation Research Board meeting; draft/edit newsletter articles; assist with coordination of special events.
Provide administrative support for the center: Arrange special events or educational activities as needed; assist with the publication of the DCT newsletter; process registration payments for the T2 Center; maintain DCT library; maintain center files; generate general office correspondence, initiate general UD webforms, assist with UD Time processing.
Bachelor's degree in Business Administration or other related discipline and two years of related experience including working knowledge of accounting systems, office management, administrative policies, and procedures, as well as contract and grant administration.
Ability to coordinate and prioritize multiple projects, provide technical advice and information to faculty and staff in an area of expertise; analyze budgetary line items for compliance with budget guidelines; ability to communicate effectively and interact with people of all ages and diverse backgrounds, both verbally and in writing; as well as make administrative/procedural decisions and judgments.
Knowledge and understanding of grant funding policies and procedures and applicable local, state, federal and University regulations; knowledge of federal, state and/or community funding sources and mechanisms is beneficial.
Effective organizational, interpersonal, and written and oral communication skills; database management skills; organizing and coordinating skills; records maintenance skills; as well as desktop publishing and information research skills.
Knowledge of University policies and procedures and general accounting is preferred but is not a requirement for the position.
