This position plans, develops, and directs the Ohio University internal audit function which serves as an independent assurance and advisory activity of the institution’s risk, governance, and control processes.
It designs, develops, and implements internal auditing policy and procedure within Ohio University to ensure compliance with identified objectives, standards, and laws.
Interviews, advises, and negotiates with mid- to executive-level management as to results of the work performed.
Leads and directs the work of others on the Internal Audit staff. May perform individual audit, investigative, or advisory engagements encompassing all the duties identified at the subordinate audit levels.
This position should have proven experience collaborating with executive leadership. The individual should have demonstrated, progressive experience in advanced auditing, taxation, higher education issues, staff development and mentoring, as well as training and advisory services.
1. Directs the activities of the Internal Audit department to utilize best practice tools and procedures to ensure compliance with applicable laws, regulations, and university policies. Conducts regular operational audits and ongoing reviews of controls related to policy, law, and regulatory compliance. Continual risk assessment is necessary to allow audit plans to change, as necessary, in response to shifting perceptions and outcomes of risk. The CAE synthesizes information from systems, institutional policy and procedure, departmental practice, tax law, and best practices in a cohesive assessment of processes so that control deficiencies are identified, operational efficiencies can be determined, and appropriate recommendations can be developed to assist management in improving operations.
2. This position will conduct regular, investigative audits, including those resulting from allegations of improper or fraudulent actions such as violations of state law or waste of public funds. In the case of those audits, the position must be able to act objectively and independently, and if applicable, with the cooperation of law enforcement to review and assess whether allegations have merit or require corrective action(s). The CAE also oversees the external auditor selection process every five (5) years and coordinates audit interactions each year with the State Auditor's Office and the external audit firm.
3. Other duties as assigned by the University President and/or the Chair of the Audit Committee.
An earned Bachelor’s Degree is required, with a concentration in Accounting, Business, or another related field preferred.
Eight (8) or more years of related work experience is required, as well as eight (8) or more years of progressively-responsible supervisory or managerial experience.
The individual in this position should have an active licensure by a board whose authority includes initial certification and continuing professional education registration of accounting professionals.
Must demonstrate keen analytical skills and a clear understanding of internal controls, fraud elements, auditing theory and practices.
Must maintain high ethical standards in both private and work matters.
Certified Public Accountant (CPA) is preferred. CISA, CIA, and/or CFE certifications are also acceptable.
