The University of Maryland, Baltimore (UMB) Department of Neurosurgery is seeking a Business Operations Specialist accountable to manage the resources of the department and optimize day-to-day business operations. Primary responsibilities include supporting the department's finance function and human resources function while ensuring compliant, effective, and efficient operations of related business functions. The specialist will coordinate business operations and collaborates daily with department leadership--analyzing problems and/or issues of diverse scope and determining resolutions and interpretation of policies (e.g., fiscal management, HR) in matters of significance.

Perform finance and human resource transactions to ensure to ensure timely completion and compliance.
Propose and implement optimized standards of operation as it relates to business operations.
Identify and implement department policies and business processes related to fiscal and operational budget issues.
Initiate and track procurement requests, accounts payable, accounts receivable, and travel requests and reimbursements.
Identify budget issues, provide alternative solutions, and resolve problems.
Maintain purchasing records and ensure compliance with policies and procedures.
Advise faculty of status and balance availability on accounts and assist with and make recommendations for appropriate course of action to address budget variances.
Perform revenue and expense analyses, projections, reports, and presentations as requested.
Human Resources and Payroll:
Serve as department Human Resources Partner and ensure optimum efficiency, interpretation, and compliance with appropriate federal, state, local, and USM, UMB, FPI, and school policies.
Serve as department Payroll Representative in order to facilitate human resources and department payroll (staff and faculty). Prepare and enter employee payroll action forms, analyze commitment accounting data and effort logs, track payroll adjustments and cost sharing commitments, manage overpayments, process leave payouts, complete payroll adjustments, oversee all timesheet related actions, manage FMLA and advanced sick leave. Complete bi-weekly payroll processing review. Perform audits and analysis as necessary.
Identify inaccuracies and errors and takes appropriate action to rectify. Investigate, research, apply, and communicate HR regulations, practices, policies, and programs and simple problem resolution support and escalates HR as needed.
Provide guidance, training, and mentoring to less experience personnel in day-to-day business operations. Acquire and distribute new expertise and methods.
Perform other duties as assigned.
Education: Bachelor's degree in business administration, public administration, finance, marketing, accounting, human resources, or other related field. Master's degree preferred.
Experience: Three (3) years of business related experience to position required, with at least one (1) year experience in at least two of the following: human resources, payroll, finance, facility, or research administration.
Other: Related experience may be substituted for experience. Five (5) years of experience preferred.
