Title: Director of Financial Aid

Reports To: Vice President of Finance & CFO
The Director of Financial Aid, reporting to the Chief Financial Officer, is responsible for the comprehensive operation of the student financial aid program and ensures compliance with all regulations while maximizing resources for students and the College. This position includes oversight for the College's Financial Aid department to ensure the appropriate implementation of all Title IV Federal Student Aid Programs, state funds, institutional funds and all other avenues for student financing, procedures, and regulations for a diverse student population. The Financial Aid Director must be able to manage staff effectively, perform standard financial aid duties and provide quality service to students and their families while supporting the enrollment management plan and the college's core mission of student success.
ESSENTIAL JOB FUNCTIONS:
Promote the availability of financial aid funds to current and prospective Middlesex Community College students and their families.
Creates and implements annual financial aid packaging policies for multiple student cohorts.
Communicate financial aid eligibility and award decisions to students and their families and work with them to resolve outstanding eligibility issues.
Collaborates with Enrollment Services team in designing and coordinating procedures and policies to optimize student enrollment at the college.
Collaborate with other departments in the planning and implementation of Financial Planning Workshops, including High Schools FAFSA Workshops, Videos,& Financial Aid opportunities.
Researches student population and funding trends in the creation of the financial aid packaging policies to ensure maximum benefits to all students.
Works collaboratively with the Marketing Department to develop and produce appropriate financial aid literature for both potential and currently enrolled students.
Significant upgrade and maintenance to the College Financial Aid Website with graphics
Provide financial aid information sessions and eligibility workshops for community agencies, school systems and other organizations within our service region.
Advises academic departments and faculty on programmatic and student financial aid eligibility issues.
Promotes and maintains responsive community relations.
Assist in the development and implementation of a campus-wide case management approach to facilitate the enrollment and retention of underserved and first generation students in support of the College's mission through counseling services, hands-on workshops, etc.
Researches, analyzes, and interprets state and federal financial aid regulations; establishes departmental policies and procedures to ensure both continued compliance with regulations and the provision of exceptional customer service to a diverse population of college students and their families.
Recruits, hires and trains financial aid counselors and support staff. Responsible for insuring their in-depth knowledge of financial aid regulations and policies.
Designs, implements, and establishes quality control mechanisms for all technological tools and systems used in the administration of state and federal financial aid programs.
Responsible for maintaining Title IV participation agreement with the US Dept. of Education.
Performs periodic and end of year reports and reconciliations.
Provide information to Federal, State, and external auditors.
Administers the financial aid academic review and appeals process.
Conducts department program reviews.
Create Award and Packaging Policies (On-Line)and provide QA for testing
Coordinate Compliance of the Federal Work Study Program (FWS)
Provide QA for NSLDS reporting
Provide QA for Pell and Direct Loan COD reporting
QA for Mass Grant PLUS Program awards
QA for OSFA website
Assist in creation of OSFA year-end report (provide data elements for Student Accounts Office
Provide QA for SAP reporting and coordination with Academic Affairs
Create awards and disbursements for CARES Act Recipients, including compliance & reporting
Main Liaison for all MCC Departments for Student Financial Services Collaborations
QA for A2M Scholarships
Oversee migration of Technology to Banner Argos.
Supports and actively participates in the colleges major initiatives for technology/process improvement in financial aid , student services and finance.
Responsible for ad hoc and other reports required by outside third parties
Assists in completion of yearly A-133 Financial Aid audit and Compliance
Participate on Mass. Department of Higher Education State wide Financial Aid Advisory Committee
Assist in implementing Fall 2020 Scholarship initiatives (New student, Unemployed, completion)
Responsible for administrating the RPP UML housing initiative within FA office.
Monitors Enrollment reports, student filing of FAFSA, and Financial Aid Dashboard Metrics.
Serves as a member of the College-wide and Divisional Banner Users Groups.
Serves on an MCC Faculty-Staff Association College-wide Committee.
Supervise the timely updates and completion of the office/On-Line Financial Aid Policy and Procedures Manual.
Collaborates with management staff within the Student Accounts Office to ensure timely disbursement of financial aid funds and timely receipt of student receivables; coordinates activities that effect both departments, including federal and state refund policies, student bill extension process, and the book voucher process.
Prepares and analyzes correspondence, reports, and audits for state, federal, and third party agencies, including Massachusetts Access Grant/Tuition Waiver Grant Report of Expenditures, Massachusetts Part-Time Grant Report of Expenditures, OSFA compliance audit, US Department of Education FISAP report, Federal TRIO program report and other reports as requested.
Develop, modify, implement and maintain the application intake and tracking process for proper documentation of all awards for audit trail; maintain fund control records in accordance with funding level limitations; complete federal, state, and institutional reports including applications for federal funding and reports for the expenditure of funds allocated, such as the FISAP; and, coordinate internal reconciliation efforts and report to reviewing entities, such as auditors, program reviewers, and accreditation teams.
Other Duties and Responsibilities
Maintains current knowledge of trends and practices in the field through peer association, attendance at seminars, study and review of literature and performs other related duties as required.
Prepares and monitors yearly departmental budget which includes technology needs, personnel expenditures, and administrative expenses.
Supervises Associate Director of Financial Aid, Assistant Director of Financial Aid, State Grant Coordinator, and FA Systems coordinator. Carries out supervisory responsibilities in accordance with Middlesex Community College's policies and applicable laws. Responsibilities include interviewing, hiring and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
WORKING CONDITIONS/PHYSICAL DEMANDS:
Normal office environment, not subject to extremes in temperature, noise, odors, etc. Daily use of computer keyboard, requiring eye-hand coordination and finger dexterity. More than half of time spent in normal office setting.

Bachelor's Degree in Finance/Accounting /a related field
At least 7 years of progressive financial aid experience including 3 years of supervisory experience
Broad knowledge of state and federal financial aid programs and record-keeping requirements
Comprehensive understanding, interpretation, and application of federal and state financial aid regulations
Knowledge of supervision and personnel practices, training methodologies and communication techniques, and professional development for the financial aid team.
Ability to form strong coalitions with internal and external constituencies
Extensive experience using integrated higher education student information systems,
Ability to resolve problems and to develop relevant alternatives and recommendations
Financial management and strong analytical skills
Ability to manage multiple tasks and to be organized and detail oriented
Ability to recognize departmental priorities and work cooperatively to support their accomplishment
Ability to communicate effectively both verbally and in writing; to establish positive public relations for the college; and to interact effectively with a variety of people

Master's degree in a related field
Financial Aid credential(s) such as NASFAA U or similar training
Experience with Ellucian Banner finance & student information systems
Knowledge of data processing and computer applications including rule writing and query building;
Highly skilled in Microsoft Word, Excel, Power Point
Membership in NASFAA and/or other regional associations
This is a full-time non-unit professional position under the Non-Unit Personnel Policies Handbook
NUP Grade: 9
Salary Range: $80,000 to $105,000 per year
Location: Lowell Campus with occasional travel to the Bedford campus and to off campus sites. During COVID restrictions, this position will primarily be both remote, and in person at the Lowell and Bedford campus as necessary.
Hours: 9:00am to 5:00pm, 37.5 hours per week, Monday through Friday
