Title: Budget & Financial Analyst
Unit: Non-Unit Professional Grade 6
Reports To: Comptroller
Under the direction of the CFO & Comptroller, the Budget & Financial Analyst is responsible for assisting Cabinet, Deans, and Cost Center/Department & Division Managers with development, implementation, monitoring their Operating Budgets using Banner-Finance /Argos-Budget Analysis Reporting. Conducts Cost Center manager training on the use of Banner Finance reports, On-Line Banner Finance System applications, focused on Economic Sustainability, Operational Benchmarks and College budget /finance policies. This position involves dotted line reporting to the CFO.
ESSENTIAL JOB FUNCTIONS:
Prepares the annual college operating budget/spending plan. Develops, controls, and manages the budget process. Recommend budgetary policies and practices. Develop methods and procedures for the preparation of budgets. Communicate with all levels of management.
Monitors budget objectives by analyzing variances and initiating corrective actions as necessary by meeting regularly with department heads/cost center managers to solicit input and communicate analyses and corrective actions, with quarterly/YTD reporting, analysis, & updated run-rate forecast projections..
Works regularly with Cabinet, Deans and Administrators reviewing activity, analysis of Budget projections/actual expenses that align with Current Enrollments and Demographic Trends.
Manages the budget request process by assisting CFO & Comptroller, and department heads with their strategies, short/long term and annual planning for economic sustainability.
Analyzes, graphs and presentation reports on current and prior year budgets, compared with prior year historical trends, and relationship to Credit Hour Enrollment.
Develops & Graphs Tuition/Fee Revenue Analysis by Department to review contribution margin on a comparative basis with Department/Subject/Program Credit Hour Analysis.
Provides training to program managers and staff on financial system and policies including review and interpreting budgets, encumbrances, and expenditures via the on-line financial system; encourages all cost centers to use on-line & monthly reports to manage budgets.
Management of the College's Budget Qtr/YTD reporting/presentation analysis and local trust accounts through the Banner financial reporting system, which include Operations, Operational Grants, Financial Aid Grants, Student Clubs, Capital, MMARS, etc.
Identifies, develops, and analyzes initiatives and provides recommendations on budget issues, what if scenarios, budget planning strategies, GAP Analysis, and implements plans and procedures in conjunction with the cost centers.
Review cost center budgets in order to ensure that expenditures are in compliance with spending plan, by development of an online Budget Manual, with policy guidelines and examples.
Provides quarterly /YTD analysis of Position Control / Banner Finance Headcount reporting on all FT, PT and Grant personnel for alignment with Budget guidelines. Prepares quarterly/YTD budget & financial analysis Cabinet/ Board reports, utilizing Microsoft word, Excel, PowerPoint, with Tableau Benchmarks.
Development of On-Line Budget Policies, Procedures, and Process for the Budget/ Quarterly Analysis, and budget training program.
Assists the CFO & Comptroller on special projects as requested.
OTHER DUTIES AND RESPONSIBILITIES:
Promotes and maintains responsive college relations across the college community.
Performs other related duties, and special projects as requested.
Indirect supervision is provided to cost center managers and the finance team on all budget and labor distribution payroll issues.
WORKING CONDITIONS/PHYSICAL DEMANDS:
Normal office environment, not subject to extreme variations of temperature, noise, odors, etc. May use computer keyboards requiring eye-hand coordination and finger dexterity. More than half of time spent in normal office setting.

Bachelor's degree in Accounting/Finance related field.
At least 3 years' experience in budgeting/analysis, with strong financial and analytical skills including expertise with Microsoft Word, Excel, and Power Point.
Knowledge of higher education budgeting and automated accounting/budgeting systems, Banner Finance, Argos, Share Point, Tableau, and other new technology tools.
Experience in budget development, policy guidelines, conducting training for college personnel, and successful budget management.
Experience with state and federal financial audits, program monitoring including interpreting state and federal regulations related to such audits, and professional development/application with GASB, NACUBO, FASB, & the MA Comptroller's Office.
Demonstrated experience and knowledge of implementing budget procedures and strategies.
Strong organizational and analytical skills. Acute attention to detail, with superior writing, formatting skills and communication skills.
Ability to recognize College-wide priorities, work proactively and cooperatively to support their accomplishment.
Ability to communicate effectively both verbally and in writing; to establish positive public relations; and to interact with a wide variety of people.
Experience working with people of diverse backgrounds and identities such as socioeconomic status, sexual orientation, religion, veterans, culture, race and ethnicity, including those with different levels of academic preparation and varying physical and learning abilities.
Ability to work closely with key managers in other departments in a sizable organization.
Ability to operate a personal computer and demonstrate knowledge of word processing, database, and advanced spreadsheet systems.
This is a non-unit professional, benefitted position.
Location: Bedford and Lowell campuses and off-campus sites occasionally. During COVID restrictions, this position will primarily be both remote, and in person at the Lowell and Bedford campus as necessary.
Hours: 37.5 hours per week
Salary: $61,000 to $73,000
