University of Maryland, Baltimore (UMB) is currently seeking a Senior Buyer to join Department of Strategic Sourcing and Acquisition Services.

PRIMARY DUTIES: * Performs procurement activities including all aspects of transactions from initiation to award recommendation. Items procured may be specialized in nature giving rise to unique situations with complex specifications, limited market sources, and close price bidding. * Drafts specifications for bids and proposals upon researching the end user's needs to ensure proper procurement, maximized competition, and proper equipment form and function. * Serves as liaison between campus and vendor community, supplying end users with information on sources, discounts, pricing and delivery provisions. * Researches market to determine if sole sources are justified and to develop new sources for supplies and services. * Communicates on and settles any differences on critical points and specific contractual provisions. * May evaluate bid and proposal responses to contract awards and debrief unsuccessful vendors. * Performs other duties as assigned.
MINIMUM QUALIFICATIONS: Education: Bachelor's degree Experience: Two (2) years of materials management, purchasing, or procurement. Supervisory Experience: N/A Certification/Licensure: N/A Other: Experience may be substituted for education. Financial disclosure reporting required by State of Maryland Ethics Committee.
KNOWLEDGE, SKILLS, ABILITIES: Knowledge of position requirements. Knowledge of all applicable requirements, regulations, and laws. Skill in effective use of applicable technology/systems. Ability to effectively communicate both verbal and written thoughts, ideas, and facts. Ability to work cooperatively with others and independently.
