The Office of Finance & Administrative Services is responsible for Budget and Personnel, College Operations, Emergency Preparedness, Bond Measures, Sustainability, and several programs. Reporting to the Vice President of Finance & Administrative Services, this position oversees and coordinates the day-to-day operation of the Finance and Administrative Services office and assigned programs, including the Foothill Promise, federal CARES Act, Institutional Effectiveness Partnership Initiative (IEPI), and Early College Promise. Additionally, the position develops, coordinates, and administers related institution-wide procedures/policies, and serves as liaison between program personnel, administrators, faculty, staff, and students; The position works with divisions deans and program directors in creating mutual agreements and in the joint oversight and coordination of programs, as applicable. The position reviews and monitors budgets, including assisting with the preparation of information and documents for budget development, tracking budget expenditures, reconciling reports, and preparing budget summary reports; interprets both state and district regulations, policies and procedures; assists in final preparation of budget request reports; prescreens MOUs, ICAs, Grant proposals, purchase requisitions, Direct Pay Requests, HR/Personnel paperwork and all other documents prior to Vice President and/or Vice President review; responsible for information on webpages under the purview of the Office of Finance and Administrative Services, such as applicable to Shared Governance Councils/Committees, emergency preparedness, staff directory, and budget information. The position provides a broad range of confidential, professional, and complex program support and office coordination for the Vice President and Associate Vice President.
EXAMPLE OF DUTIES AND RESPONSIBILITIES:
Depending upon assignment, duties may include, but are not limited to, the following:
Provide overall direction and guidance to the day-to-day operations, problem solving and decision-making regarding an assigned program; implement program policies and directives according to District, federal or State guidelines.
Provide work direction and guidance to others assigned to the program; assign work to other classified personnel, students, volunteers and others; provide input to performance evaluations.
Develop, recommend and implement program plans and objectives; coordinate delivery of services to program participants; assure participation guidelines are followed.
Assure program expenditures are within allocated budgets; monitor budgets; propose budget changes and participate in project budget applications as necessary.
Establish appropriate linkages to special populations or community groups served; promote program through participation in advocacy groups, associations and other local, regional or national organizations.
Provide regular reports to management and federal/State agencies as requested; participate on program reviews; assure program compliance with federal or State program guidelines.
Serve as liaison between program personnel, participants, clients, administrators, faculty and students; provide information, program requirements and other pertinent information.
Develop, coordinate, promote and oversee a broad range of programs.
Develop workshop materials, promotional materials and other program documentation.
Operate a computer and other office equipment as assigned.
Design, develop and present workshops for students and with varied learning styles and cultural backgrounds.
Assist in curriculum planning and development; provide input to faculty and staff regarding program offerings.
Serve as program administrator in the absence of program supervisors.
Perform related duties as assigned.

Any combination equivalent to a Bachelor's degree in a related field AND two (2) years related work experience.
