The Department of Procurement, Contracting, and Payment Services at West Virginia University is seeking applications for an Assistant Vice President/Chief Procurement Officer. The Assistant Vice President and Chief Procurement Officer (the "CPO") is a key member of the West Virginia University's leadership team and reports directly to the Associate Vice President of Business and Auxiliary Services. S/he will lead the Procurement, Contracting and Payment Services team, a team of 45, which includes the University's Strategic Sourcing and Procurement, Accounts Payable, Travel, Supplier Relationship Management and Mailroom functions. They will develop strong relationships with senior leaders and build collaborative partnerships with internal and external stakeholders and suppliers. The CPO will have oversight of the policies, procedures, business processes, and systems that will assure the integrity and best practice methodology of procurement and strategic sourcing, as well as compliance with state and federal laws, policies, and regulations for West Virginia University.
The CPO will be a successful change agent who can develop strong relationships with senior leaders and build collaborative partnerships with internal and external stakeholders and suppliers. The CPO will have oversight of the policies, procedures, business processes, and systems that will assure the integrity and best practice methodology of procurement and strategic sourcing, as well as compliance with state and federal laws, policies, and regulations for West Virginia University. This visionary leader will create and execute a roadmap for transformation and innovative change ensuring that it meets expectations for improved services as well as efficiencies and savings.
In order to be successful in this position, the ideal candidate will:
Develop and maintain a strategic plan and action plan for transformation of Procurement, Contracting and Payment Services team ("PCPS").
Establish metrics and measurable goals with the procurement organization, develop organization capabilities, build and manage an effective, professional and diverse team, and establish a model for engaging internal stakeholders.
Develop and execute strategic sourcing initiatives, establish and achieve cost savings targets, and determine financial impact of these initiatives.
Create synergies across the university and promote a future vision to the University's stakeholders that demonstrates PCPS is moving from a transactional purchasing methodology to a strategic approach.
Use technology to the highest extent possible to advance the mission of PCPS at WVU and develop a roadmap for digital transformation.
Represent a consistent and highly effective change agent across the university in collaboration with university business partners.
Convey and prove the value of strategic sourcing and aggregating spend activity to all levels of the University.
Coach, lead, and develop an internal team of approximately 45 employees and build out an organization that will be responsible to internal customers and good stewards of University funds.
Maintain compliance with internal University policies and appropriate regulatory and state procurement and payment regulations.
Develop and maintain PCPS policies and rules that balance best business practices, compliance, customer needs, state regulations and flexibility.
Represent the department through collaboration with external organizations and government units including, but not limited to, WV State Auditor's Office, WV Department of Administration, WV Treasurer's Office, and WV State Higher Education Policy Commission.
Bachelor's degree required; MBA preferred; and Advanced certification is highly desired.
Ten (10) years experience in:
Progressively responsible leadership in relevant procurement, vendor negotiations, and contract administration in a similarly complex organization either in the public or private sector.
Proven record and in-depth knowledge of policies, procedures, business processes, and systems that reflect the integrity and best practice methodology of procurement and strategic sourcing, as well as compliance with state and federal laws, policies, and regulations for West Virginia University.
Experience in creating and executing workflow and process for a procurement and payment services team.
Experience building out a high performing and effective procurement infrastructure and organization.
Five (5) years of a senior leadership role required.
In lieu of the above requirements, equivalent relevant education and experience will be considered.
Demonstrated leadership and willingness to be an ambassador and catalyst for change in a complex and dynamic environment, respecting all constituent groups using current and proven best practices for efficient and successful results.
Excellent communication, negotiation, presentation, and interpersonal skills. Ability to build successful partnerships and effectively communicate and professionally represent the University with internal and external stakeholders, and in public meetings.
Highly developed sense of professional ethics and personal integrity and respect in all interactions with others while bringing high drive and energy to this CPO role.
Demonstrated managerial courage and ability to find creative solutions to overcome adversity.
Ability to delegate to, develop and mentor team-members.
Demonstrated project management leadership and ability to meet deadlines as established in milestone plans.
Knowledge of capital construction procurement methodologies.
Well versed in quantitative decision-making, problems solving and driving change with the ability to establish metrics, model spread, and evaluate spend analytics.
Ability to work collaboratively and to effectively lead staff.
Requirements CPP, CPM, CPSM, CPPM or similar certification preferred.
