Manages and executes the communication plan of a multi-disciplinary, multi-institutional research program. Assists in the operational planning, establishment, execution and evaluation of the multifaceted program/project, which typically consisting of a set of closely related subprograms or associated activities. May oversee fiscal, operational, and administrative management of the program; serve as a principal point of representation and liaison with external constituencies on operational matters and provide day-to-day professional guidance and leadership as appropriate to the area of expertise.
* Serve as the communications manager for the MS EPSCoR program, which includes producing, developing, advertising, and marketing research and workforce development outcomes and activities in various media such as online, print and video. * Serve as a member of the MS EPSCoR NSF Track-1 project management team. * Represent the project at annual NSF EPSCoR meetings. * Provide technical and/or professional coordination and leadership in the execution of day-to-day program/project activities, as appropriate to program objectives and are of expertise. * Oversee and/or coordinates the collection, compilation, and analysis of program activity data; develops, writes, and presents comprehensive statistical and narrative program reports. * Closely monitor project spending, subcontracts including invoices, technical reports, and contract modifications. * Administer, manage and coordinate conferences, site reviews and other meetings. This involves scheduling the meeting, coordinating the agenda with governmental representatives, industry partners, members of other institutions, etc. * Assist in establishing and implementing short- and long-range goals, objectives, policies, and operating procedures. * Assist with proposal and program development to include: assisting faculty in identifying opportunities for external funding; provide assistance in development and preparation of documents in support of proposal development; assist with proposal sections related to communication, outreach, teacher training requirements, etc.; assist researchers in the collection of data for proposal submission; work across campus to facilitate and coordinate engagement with partners. * Collaborate with university departments, programs, projects, local and state school systems, and/or community organizations to consolidate resources and enhance programs. * Develop or assist with the development and implementation of policies and procedures consistent with those of the organization to ensure efficient operation of the program/projects. * Perform miscellaneous job-related duties as assigned.
Supervisory Responsibility May be responsible for training, assisting or assigning tasks to others. May provide input to performance reviews of other employees.

Education: Bachelor's degree in business, communication, public relations, or related field.
Experience: Three years of related experience.
Substitution: Without a bachelor's degree, eight years of experience is required.

* Knowledge of contracts and grants preparation and management. * Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community. * Knowledge of budgeting, cost estimating, and fiscal management principles and procedures. * Ability to gather data, compile information and prepare reports. * Skill in organizing resources and establishing priorities. * Knowledge of management principles and practices. * Ability to foster a cooperative work environment. * Ability to work effectively under pressure and tight deadlines.
