Research - Laboratory/Non-Laboratory, Staff/Administrative
This position manages the daily operations of the Petroleum Storage Tank (PST), Local Air Program (LAP) and Emission Events (EE) compliance programs of the Division for Enterprise Development (DED).
Manages the staff assigned to the PST, LAP and EE compliance programs; monitors investigation activities; assists with hiring, training, performance monitoring and evaluations; and assists program supervisors as needed. Oversees all administrative and operational aspects of the contracts to ensure all TCEQ guidelines are met by the required due dates and communicates with the TCEQ as needed for guidance and issue resolution. Manages all levels of quality assurance (QA) processes; actively participates in the QA processes by reviewing compliant and non-compliant investigation reports for accuracy and completeness and approving PST, LAP and EE reports in CCEDS. Provides routine status of work plan to the Director and Assistance Director; provides routine program update reports to the TCEQ Program Support team and regional offices; compiles and provides all required documents for invoices. Provides technical assistance to investigators and enforcement coordinators and provides clarity of investigation results to the regulated entities as needed. Reviews rejected EARs and communicates with investigators and the TCEQ to resolve. Performs other duties as assigned.
Master's degree with two (2) years of experience or Bachelor's degree with four (4) years of experience from an accredited college or University, with a major in natural or physical science, engineering, environmental studies, environmental law, criminal justice, or related field or the equivalent experience.
Bachelor’s degree from an accredited college or university, with a major in a natural or physical science, engineering, environmental studies, environmental law, criminal justice, or related field. Two years of full-time experience in the field of environmental and/or paralegal activities directly related to the examples of work performed may be substituted for each year (30 semester hours) of the required education. One-year experience in data analysis, environmental quality management, public utilities, business administration or a related field. Direct experience with underground storage tanks and emission events.
