This Senior Medical Director role will oversee the design and implementation of Quality and Patient Experience clinical programs designed to transform the delivery of primary care across the Mass General Brigham system in a way that enhances the patient experience, health outcomes and quality. The scope of this role includes oversight of the primary care quality program and electronic clinical quality measures (eCQM), the Advanced Primary Care Model development and implementation, and Behavioral Health and Substance Use programs. These programs leverage an approximately $25 million budget and include funding for central staff as well as primary care practice incentives population health coordinators, behavioral health and SUD practice supports. Achieving success in this role will require close collaboration with the leadership of the Quality and Patient Experience (QPE) department including the Specialty Care programs (e.g. PROMs, clinical collaboration teams), Mass General Brigham eCare Quality and Safety team, and Quality and Safety collaboration programs (e.g. Equity and Patient Experience). The Senior Medical Director will also need to collaborate with the Mass General Brigham Population Health Management (PHM) team, including specifically the leadership of the high risk care management programs (e.g. iCMP) and site of care programs (e.g. home hospital and establish trusted relationships with primary care leadership across the system. Finally, the Senior Medical Director will participate and where appropriate lead external relationships with commercial payers, CRICO (the Harvard wide malpractice insurer), national and international quality and safety organizations.
This position reports directly to the Chief Patient Experience and Equity Officer (CPEEO). An essential component of this role is convening clinical, quality, and administrative leaders from across Mass General Brigham institutions to arrive at consensus on issues that are core to clinical care. The selected candidate will successfully balance an open, inclusive process with the ability to arrive at rapid, reliable decisions. The selected candidate will represent the CPEEO on various projects and committees, including regular meetings with Partners senior leadership, as well as hospital, physician, nursing, and other leadership across Mass General Brigham clinical institutions. Principal Duties and Responsibilities • Leads teams of subject matter expert clinicians and quality leaders across the system and supports the process for content development, standardization, coordination, and maintenance of the primary care strategy. • Represents the organization publicly to promote our primary care programs at Mass General Brigham, advocate for policies and regulation that enable primary care improvement, and collaborate with other regional and national institutions on shared interests. • Serve as the physician leader for the development of new relevant primary care measures • Dedicates a minimum of 0.5 FTE to this role. Primary Care Quality • Creates and executes a vision for excellence in primary care quality and safety for Partners HealthCare • Expands and improves the Mass General Brigham eCQM program, including EHR tools, workflow optimization, performance incentives, and inclusion in commercial contract negotiations • Collaborates with Associate Chief Quality Officer on programs related to ambulatory safety and patient experience Advanced Primary Care Model • Create and execute vision for transition beyond the Patient Centered Medical Home to a new model of improved primary care excellence in care • Refine and implement strategies for Advanced Primary Care model, including development of metrics, incentives, and actionable reporting for ongoing targeted quality improvement initiatives • Inform clinical strategy for primary care/pediatric and IPV screening pathways leveraging technology solutions (i.e. iPads, Patient Gateway, texting) • Manage clinical content of primary care bundle, pediatric bundle and IPV standalone screener
Behavioral Health • Supervises Medical Director of Behavioral Health and indirectly all supported medical director roles in Behavioral Health including substance use programs • Guide the refinement and enhancement of the current Collaborative Care model in order to ensure system goals are clearly defined and achieved • Leverage relationships with primary care leadership to ensure program goals are agreed upon and expansion of behavioral health programs including Collaborative Care, technology-enabled cognitive behavioral therapy (iCBT), and substance use programs are supported
Qualifications Qualifications * Respected and practicing primary care physician with MD, DO, or similar degree required * Practicing primary care at Mass General Brigham preferred * Minimum of 5 years of experience in primary care-based improvement activities * Minimum of 5 years of experience in leading complex projects involving senior clinicians and administrators * Expertise in measuring clinical quality of care for use in quality improvement * Experience as a Medical Director of a primary care practice is preferred * Knowledge of behavioral health support models in primary care is preferred Skills Required * Demonstrated ability to formulate and execute strategy * Skilled communicator in both oral and written settings * Skilled at facilitation and building consensus and navigating sensitive issues * Skilled at negotiation with stakeholders, vendors and other parties * Working knowledge of biostatistics and clinical epidemiology * Practical EHR experience, preferably with the Epic system * An ability to gain personal and professional respect through a consistently objective and data-driven approach * Excellent interpersonal and communication skills with a particular ability to forge consensus within the physician community, across clinical professions and across leadership * Works effectively within complex groups and teams, both as leader and colleague. Able to influence even in situations without direct authority Working Conditions * Primary location at Sommerville Assembly Row location with frequent travel between Partners Healthcare institutions * General day hours with flexibility to meet the demands of the position, including attending evening meetings * Part-time clinical service at Partners Healthcare location for no more than 0.40 FTE
Supervisory Responsibility * Direct supervision of Medical Director for Behavioral Health * Strategic guidance (not direct reporting) for staff of Primary Care teams (~30 FTE) in collaboration with Corporate Director of Primary and Specialty Care
