The CFAO provides strategic oversight, implementation, and management for all of the School's financial functions, procedures, and policies. The CFAO provides financial oversight components related to HR, IT, and facilities. This position is responsible for a large portfolio of diverse grants and contracts, including oversight, management, and reporting. The CFAO serves as a financial liaison to the University and supervises the Voinovich finance staff, providing support, management, and training. This position also conducts strategic financial analysis and advises the Dean about the financial implications of academic, operational, and other strategies for a budget of around $20M per annum.
Duties include: 1.Collaborates with Voinovich School leadership to perform or oversee performance of all financial responsibilities for the college, including developing, maintaining, analyzing, and ensuring accountability of budgets, reports, financial planning and projections. Provides financial support to the Dean's office, project groups, and academic programs. Partners with Voinovich leadership to define and operationalize goals. Provides financial information, analysis, and reports to the Dean's office and other college personnel. Represents the School at University-wide CFAO and other financial related meetings scheduled by senior University leaders as directed by the University and the Dean.
2.Oversees and reports on 140+ grants and contracts per year, including monitoring of budgets, documentation, travel, and other grant expenditures, grant-related equipment inventories, compliance with grant accounting principles and grant contracts. Serve as the liaison to the Research Office and Grants Accounting. Track and record invoices submitted by consultants and subcontractors.
3. Directs and provides strategic oversight for all administrative and financial functions, including procurement, compliance, accounts payable, internal controls, inventory, records retention, and payroll. Manages the Voinovich School Finance staff by facilitating a biweekly meeting, conduction personnel evaluations, providing support and training as needed, and assisting to streamline processes as appropriate.
4.Provides financial oversight, contract execution and assistance with facility maintenance; IT purchases and updates; and hiring, onboarding, renewal, and termination of employees.
Business, Public Administration, or any other degree if the candidate has past fiscal management experience AND at least six (6) years of management experience.
Driver's license, ability to travel, ability to work evenings and weekends.
The ideal candidate has a professional graduate degree in public administration, business administration, or related field of study. Previous fiscal administrative leadership experience. Excellent organizational, interpersonal and communication skills, analytic abilities, and detailed orientation. Strong written and oral communication skills essential.
Master Degree in Business, Public Administration, or any other degree if also has past fiscal management experience, 6 or more years of management experience, and all of the above-mentioned skills.
CPA certification is desirable. Knowledge of Federal, State of Ohio, and/or Ohio University fiscal laws/policies/procedures. Knowledge of federal, state, and local contract guidelines, techniques and principles. Accounting, budgeting, and financial management expertise. Facility with data and basic data analysis and application. Grant management and project management principles. Political management principles. Conflict resolution. Effective student learning approaches. Proven history of managing large fiscal accounts, managing programs and people, and interfacing with high-level stakeholders in business, government, community and higher education.
