1. Supervise and coordinate the planning, development, and implementation of the Mississippi Migrant Education Service Center (MMESC) staff assignments; review, provide assistance, and evaluate their work. 2. Establish and maintain effective working relationships with individuals, educational agencies, and special interest groups to aid in the successful implementation of program goals. 3. Coordinate all elements of evaluation, reporting, and program accountability for submission to Mississippi State University, Mississippi Department of Education, and federal agencies. 4. Make recommendations for program improvement. 5. Manage funds according to Mississippi State University, Mississippi Department of Education, and Federal Guidelines and Regulations. 6. Develop special project program activities that target effects on the most mobile children, whose schooling was disrupted in the previous year, and who are failing or at risk of failing. 7. Provide high-quality professional development to LEAs. 8. Assist in development of the RFP response, reports, and budget for submission to the Mississippi Department of Education. 9. Supervise and coordinate all elements of the electronic migrant student record system (MIS2000) and identification and recruitment programs statewide. 10. Collaborate with Mississippi State University to coordinate and unitize available services applicable to migrant program needs. 11. Provide other services as directed by the State Migrant Program Directors. 12. Provide educational services to qualifying migrant children, Prek-12th grades and out of school youth, by developing and implementing after-school programs and summer programs as well as partnering with school districts, federal program coordinators, and educational programs and services already in existence. 13. Order and work with MMESC staff to deliver supplies for the program needs and sites. 14. Provide assistance to school districts, schools, and concerned individuals relating to the planning and development of special projects, and for purposes of planning, evaluation, and improvement of these projects. 15. Assist the MDE Migrant Education Program Director in the planning and development of the Mississippi Migrant Education Program. 16. Provide other services as directed by the MDE Migrant Education Program Director. 17. All duties shall be performed with signature authority, and necessary resources.
1. Master's Degree in Education, Public Policy, Public Health, Administration, or other related field. 2. Minimum five years of experience working with diverse populations. 3. Minimum three years of experience working with the migrant community. 4. Bilingual in English and Spanish. 5. Expertise in program administration, staff supervision, and budget management.
Knowledge, Skills, and Abilities:
1. Demonstrate the ability to work effectively with the migrant community, school personnel, state, federal, and community agencies. 2. Knowledge of Mississippi Federal laws and Title 1-C regulations. 3. Knowledge of educational barriers and socio-cultural characteristics of migrant population and ability to relate to such population. 4. Ability to communicate effectively in individual and group settings. 5. Knowledge of state agencies and community service organizations which serve migrant and seasonal farm worker families. 6. Ability to coordinate diverse public and groups to achieve an objective.
Working Conditions and Physical Effort
1. Extensive travel within the state and out of state, while performing duties of the program. 2. May require attending evening and weekend meetings as the program requires.
