Metropolitan State University, Minnesota's public, urban university, and recipient of the 2019 Insight Into Diversity Higher Education Excellence in Diversity (HEED) Award is seeking to hire a Program Specialist. This is a Full-Time/Probationary position within the Minnesota State IT Center of Excellence, hosted at Metropolitan State.
Plan, design, develop, and assess IT Center academic and non-academic programs and initiatives.
Create assessments and periodically analyze and assess current programs and initiatives to evaluate ongoing viability and determine opportunities for improvement and expansion.
Design data collection strategies and conduct market research and internal capabilities assessments within Minnesota State to identify opportunities for new programs, products, or services and make recommendations to the executive director and other stakeholders.
Lead cross-functional project teams through program architecture, design, and development processes using human-centered design principles.
Work with faculty involved in program and curriculum development initiatives to share and educate on the processes and best practices needed to ensure quality.
Conduct strategic planning to create and maintain program and product strategies and plans (program roadmap).
Lead the implementation of programs, events, and initiatives, including the creation of project and implementation plans, as well as the coordination of external partners and internal resources needed to deliver on these plans.
Prepare program, project and initiative budgets and track resources and expenditures during implementation.

Master's degree in education, business, or a technology related field
3 years of experience in product or program development, educational leadership/administration, instructional design, or related higher education positions.
Knowledge, skills and abilities required to perform duties and responsibilities described above:
Proven experience leading cross-functional teams through development, and implementation of new and existing programs or other complex projects.
Research and analysis skills needed to assess the market, evaluate program opportunities, and measure results and outcomes.
Experience collaborating with educators, faculty, staff, or other subject matter experts to co-create programs, products, or services.
Strong verbal and written communication skills as evidenced by roles and responsibilities that require negotiation, conflict management, persuasion and presentation.
Prior experience in academic or training program development.
Education or experience in computer science, IT, or some other technical field as an educator or practitioner.
Physical Requirements of the Job: This position requires occasionally lifting such articles as file boxes and heavy hand tools or heavier materials with help from others and/or lifting and carrying light objects frequently. Even though the weights being lifted may only be a negligible amount, a job is in this category may require walking or standing to a significant degree or may involve sitting most of the time with a degree of pushing and pulling of arm and/or leg controls.

The School/Academic Department: The Minnesota State IT Center of Excellence (MNStateITCOE.org) is one of eight industry-focused Centers of Excellence that are part of the Minnesota State system of 37 colleges and universities. Salary: This is a Minnesota State University Association of Administrative and Service Faculty (MSUAASF) Range C position with a salary range of $43,138 (minimum) to $74,719 (maximum). Salary is commensurate with education and experience, and is determined by the collective bargaining agreement between Minnesota State Colleges and Universities (Minnesota State) and the MSUAASF organization.
