Essential Job Duties:
The Procurement & Business Services (P&BS) Business Officer plays a key role in achieving the strategic goals of the department by setting business standards and practices, and clearly communicating policy interpretation and changes. This position facilitates the smooth delivery of business services for all P&BS program areas. The incumbent will administer and manage the business and financial affairs of the Procurement & Business Services department.
Responsibilities include facilitation and management of financial resources that are state appropriated and receipt generated. The range of financial and business related responsibilities are associated with specialized areas such as procurement, accounting, budgeting, and human resource administration. Core tasks include budgeting, financial reporting, financial projections, receipts processing, program management, personnel administration and management, payroll, purchasing, facilities management, and other closely related work responsibilities.
This position will support the organization of workflow throughout the department, and the supervision of others. This position will be responsible for the supervision of the administrative support staff and reports to the Director of Procurement & Business Services.
Perform other duties as assigned.
Bachelor’s Degree in Business Administration, Public Administration, or related business area; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.
Optional Guidelines: *Contributing: Bachelor’s Degree in Business Administration, Public Administration, or related business area; or Associate’s Degree and two years of Administrative, Business, or Financial Management Experience. *Journey: Bachelor’s Degree in Business Administration, Public Administration, or related business area and two years of Administrative Management or Business Management Experience. *Advanced: Bachelor’s Degree in Business Administration, Public Administration, or related business area and three years of Administrative Management or Business Management Experience.
A solid understanding of general accounting principles.
Proficient in the use of MS Office products and advanced MS Excel skills (or similar software).
Excellent communication and interpersonal skills (writing, speaking, reading).
Strong ability to analyze information/data and use sound judgment to align the appropriate risk levels.
Ability to identify and assimilate the critical elements of a situation.
Ability to use sound judgment in decision-making and implementation.
Ability to be sensitive and perceive the needs of others.
Bachelor Degree in Business Administration or a related discipline.
1-3 years of progressive business management experience.
Experience working in the field of higher education.
Experience in the use of enterprise-wide information systems.
Proven experience leading a cross-functional team.
HR administration experience.
Required license or certification:
A valid NC Driver’s license or the ability to obtain one within 30 days of employment.
