Overview Employment Status: Full-time, 'exempt', probationary position, with the possibility of converting to permanent.
Work Schedule: Monday through Friday from 8:00 a.m. to 5:00 p.m.

Position Summary: The Lead Business Analyst is responsible for ensuring the day to day operation of Student Financial Services (SFS) functions, is involved in the analysis, design, and modification of SFS business systems, and initiates and oversees technology and process improvement initiatives. The Lead Business Analyst will perform a full range of work-related to program and policy research, analysis, development, evaluation, and/or operational and fiscal analysis related to an administrative specialty. Work requires applying a theoretical knowledge base to develop recommendations and conclusions. The incumbent will serve as a program administrator for assigned projects and areas of responsibilities and provide day to day operational oversite of the Student Financial Services functions and systems.
Typical Activities Typical duties may include, but are not limited to the following:
Ensure optimal day to day operation of the Student Financial Services functions by providing leadership, training, coaching, and guidance for staff on all student financial services functions including title IV and payment refunds, student account inquiries, third party payments, account reconciliations, item type management, collections, CASHNet Cashiering and eMarket administration, SF Term Configuration, Mass Communications, and upgrades and installations of campus enterprise systems.
Execute independent decisions on day-to-day administrative and technical operations for the office of Student Financial Services. Evaluate business processes, anticipating requirements, uncovering areas for improvement, and developing and implementing solutions.
Serve as the subject matter expert for CASHNet, PeopleSoft Student Financials Module, and other enterprise systems used on campus.
Coordinate with technical and functional PeopleSoft teams to address system setup, upgrades, maintenance packs, interfaces with other campus systems, and new implementations. Performing user acceptance testing.
Lead ongoing reviews of business processes and developing optimization strategies. Staying up-to-date on the latest process and IT advancements to automate and modernize systems.
Effectively communicate your insights and plans to cross-functional team members and management. Gather critical information from meetings with various stakeholders and produce useful reports.
Provide recommendations to update existing or create new policies and procedures regarding compliance with existing laws, regulations, and CSU systemwide guidelines.
Coordinate Title IV and Direct Loan Funds, overseeing cash flow analysis and federal draw-downs, and ensuring financial aid disbursements are issued in a timely manner. Assist with preparing and evaluation of reconciliation of federal, state, and institutional financial aid programs.
Resolve questions, disputes, and issues brought forth by students, faculty, and staff.
Coordinate student accounts receivables, billings and collections including write-offs, and the preparation of 1098T statements.
Maintain the accuracy of student financial systems, ensuring proper accounting treatment of transactions. Prepare and review journal entries, Schedule of Expenditures of Federal Awards, FISAP, and other financial schedules and reports.
Assist with confirming all pertinent data is entered into PeopleSoft system, perform reviews and analysis as needed, and prepare reports as part of the Month-End, and Year-End closing process.

Minimum Qualifications Education:
Bachelor's degree and/or the equivalent training and administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs, PLUS four years of related experience.
Additional experience which has demonstrated that the applicant has acquired and successfully applied the knowledge and abilities shown above may be substituted for the required education on a year-for-year basis.
The applicant with a Bachelor's degree in Business, Public Administration or related field is preferred.
The applicant with at least five to seven (5-7) years of work experience providing progressively responsible administrative, technical and analytical support in an environment of similar complexity is preferred.
Knowledge, Skills, and Abilities:
A comprehensive and detailed knowledge of university infrastructure, policies, and procedures or in an organization with similar complexity is required.
The ability to interpret and apply policies and procedures independently and to use judgment and discretion is required.
A strong competency in fiscal management and the ability to use campus Enterprise Systems to obtain the necessary information is strongly desired.
Expertise in using office software, technology and systems including but not limited to Microsoft Word, Excel, Outlook, PeopleSoft and other standardized office equipment is required.
The ability to multitask and manage multiple initiatives simultaneously is required.
The ability to establish and maintain cooperative working relationships and work effectively both independently and/or as part of a team is required.
Skill in planning and performing research and participating in the development, alteration, implementation, and evaluation of the organization's programs, policies, and procedures.
Thorough knowledge of and ability to apply extensive expertise to complex programs and/or administrative specialties, including pertinent laws and regulations.
Demonstrated expertise in and advanced knowledge of the principles, problems, and methods of public and business administration and operational and fiscal management.
Expertise in administrative survey techniques, operations and systems analysis, statistical and research methods, and the ability to interpret and evaluate results to develop sound conclusions and recommend new or revised policies.
Demonstrated consultative skills in working with internal and external constituent groups.
Ability to effectively present ideas and concepts in written or presentation format and use consultative and facilitation skills to gain consensus.
