The Extension Service is seeking applications for a Strategic Business Advisor. This position is responsible for
In order to be successful in this position, the ideal candidate will:
Advise the Dean on all matters related to the fiscal, business, strategic and administrative functions of the WVU Extension Service. Establishes and implements short and long-range goals, objectives, policies, and operating procedures; monitors and evaluates operational effectiveness; and effects changes required for improvement.
Provide effective and responsive financial leadership in cooperation with the Dean, Associate Dean, Directors, and other State Extension Program Leaders in the development and implementation of Extension programming.
Create annual budget for the WVUES and submit it to the Budget Planning office in the Division of Finance.
Facilitates the financial processing, compliance, reconciliation and reporting of land grant appropriations/expenditures.
Directs and ensures WVUES financial compliance with applicable University policies, federal regulations, and state regulations.
Directly supervises unit employees including hiring decisions, performance appraisals, scheduling, training, employee development, and disciplinary actions; develops procedures and assigns work tasks to improve efficiency.
Develop quarterly department-level financial reports and discuss them with department leadership.
Manage, monitor, and reconcile the Memorandum of Agreement billings/expenses/account balances with the 55 county Extension offices/County Commissions/Board of Educations.
Approve requests for association membership dues, Foundation backbills and expenses, direct vendor payments using Foundation funding, draws on Foundation-funded capital projects.
Initiate cash transfers, internal loan requests, budget modifications, and capital project requests.
Understand and promote the service link between central units, the shared service center and the WVUES to ensure service goals defined as part of the service level agreement are achieved.
Work closely with the WVUES Leadership on special projects.
Work Hours: 8:15 am - 4:45 pm
Length of Assignment: 12 months

Bachelor's degree in Account, Business Administration or Finance.
Five years: Professional-level work experience in finance, accounting, and/or fiscal management. Supervisory/management experience of personnel.
High level analytical and critical thinking abilities.
Demonstrated ability to independently manage numerous projects and prioritize for timely completion.
Ability to inspire teamwork and collaboration across functional areas.
Ability to exercise appropriate judgement to resolve budgeting and other financial issues and determine the appropriate course of action to resolve a customer issue.
Demonstrated ability to research and apply critical thinking skills to resolve complex issues related to financial projections and budgeting.
Ability to develop and maintain effective work relationships with other service team members in the unit, central Finance, Talent and Culture and the Shared Services Center.
Ability to identify and address areas of continuous improvement.
Effective organizational skills.
Knowledge and understanding of applicable federal and state laws.
Valid Driver's License
Certified Public Accountant preferred.
