THIS IS NOT AN H1- B OPPORTUNITY ResponsibilitiesThe Info Systems Analyst 3 supports the mission of the Communicable Disease Emergency Response contract to support statewide disease surveillance and prevention in order to develop public health action, emergency response plans and recommendations in partnership with the Division of Communicable Disease Control - Center for Infectious Disease (DCDC-CID) within the California Department of Public Health (CDPH). Under the supervision of UCD and the general direction of the Chief of the CalREDIE Surveillance Section, Communicable Disease Emergency Response Program, with the California Department of Public Health, the Info Systems Analyst 3 serves as a solution architect for CalREDIE Rhapsody systems and projects. The Information Systems Analyst 3 is responsible for planning, directing, and implementing solution architectures for existing and new application and database, networking, data integrity and information security. The incumbent will act independently in a highly complex technical specialist position and will lead more complex information technology (IT) projects and research. Required Qualifications
Experience applying concepts such as portability and scalability in designing, implementing, and evaluating long term, larger business perspective, and complex information technology solutions.
Experience working independently in effectively securing resources and expertise through proper channels within organization while architecting, developing, and managing large and complex systems.
Experience working with application architecture, application development methodologies including but not limited to, object oriented programming and n-tier architecture.
Demonstrated skills and abilities in database architecture, database administration, scripting and programming including, but not limited to,T-SQL or PL/SQL, stored procedures, and functions, MS SQL, and/or Oracle.
Knowledge of business intelligence, analysis and reporting platforms including, but not limited to, MS SSAS, MS SSRS, Tableau, and Crystal Reports.
Extensive skill and ability with Rhapsody Data Integration Engine.
Ability to perform complex system analysis, architect, and design for new development and/or modifications to applications and/or systems in compliance with departmental policies, guidelines, and standards. Gathering and developing business requirements, system and program specifications, used cases, test cases, and test reports.
Knowledge and skill with administration and configuration of server operating systems and platforms including, but not limited to, Windows Server, IIS, SQL Server.
Good analytical and problem-solving skills and knowledge and experience with working on multiple projects at the same time.
Ability to learn new technology, demonstrate, and adapt to changing priorities.
Knowledge of information security and confidentiality policies, guidelines, and procedures, as well as industry best practices and security technologies.
Knowledge of state IT policies, guidelines, and procedures.
Knowledge of IT industry best practices and emerging technology trends.
Knowledge of System Architecture.
Skilled with System Development Life Cycle.
Skilled in Project Management.
In the case of a declared public health emergency (activation of the Joint Emergency Operations Center), the Information Systems Analyst 3 may work extended hours and on weekends / holidays in support of the CDPH emergency operations.
Some travel required to regional sites and meetings throughout California.
This position may be subject to a criminal background investigation, drug screen, Live Scan fingerprinting, medical evaluation clearance, and functional capacity assessment.
