Responsible for post-award financial administration of a large portfolio of grants, contracts, and cooperative agreements including but not limited to accounting, internal and external financial reporting, budget compliance, analysis, and forecasting for colleges and research centers. Additional responsibilities include management and administration of the Applied Project Agreements. Provide support to the Sponsored Programs Account (SPA) management team and staff by researching and interpreting compliance and allowability questions. Assist in developing and implementing technical models utilizing macros and complex excel formulas to improve operational processes and efficiencies. Test, evaluate, and monitor current SPA models for data integrity and functionality.
Detailed Job Description
Develop and maintain comprehensive knowledge of the requirements of sponsored programs administration including the application of the OMB Uniform Guidance (2 CFR 200): cost principles, administrative requirements, and audit requirements; federal acquisition regulations (FAR); NY State guidelines/regulations; and all related organizational policies and procedures.
Possess a thorough knowledge of all Controllers' Office processes that impact SPA including preparation of journal and budget entries, accounts payable (invoice payment forms, purchase order payments, travel expense reimbursements), accounts receivable, procurement card transactions, payroll and student account adjustments.
Work closely with PIs and department administrative staff to provide post-award financial management of grants, contracts, and cooperative agreements, including:
Attending project initiation meetings (PIMs) to gain a thorough understanding awards
Ensure accuracy of project transactions occurs through review and certification of project statements
Assist with creation and delivery of project actuals and projections
Prepare internal and external reports
Review committed and actual effort for key personnel
Review and approve invoices, employee action forms (EAFs), and new hire requisitions
Monitor all projects through monthly reporting; make adjustments as necessary; and, resolve account deficits and/or issues
Oversight of projects which fall under the Applied Project Agreement structure to ensure that transactions and monitoring are completed timely and accurately.
Reporting semi-annually NYSTAR/CEIS reports required for University of Rochester projects. Reports due Semi-annually in January and July.
Prepare Graduate Research Fellowship Projects Report annually for Director to approve and submit on Fastlane.com NSF website. Prepared annually in October.
Skills: Strong customer service, organizational skills, and excellent verbal and written communication skills required. The ability to interact effectively and professionally with individuals at all levels of the organization is required. Must work independently with minimal supervision and exercise professional judgment in carrying-out all assigned responsibilities.

Required Minimum Qualifications
Requirements: Bachelors degree in Accounting or Business Administration required, CPA or MBA preferred or equivalent combination of education and applicable experience. Five to seven years progressive experience in accounting, financial analysis, and/or project accounting required, preferably in a not-for-profit or higher education setting. Hands-on post award grant administration experience along with knowledge of Federal OMB Uniform Guidance (2 CFR 200), and federal acquisitions regulations (FAR), preferred. Advanced knowledge of Microsoft Office Suite of products required; experience with an enterprise-wide financial applications software system preferred.
