University of Maryland, Baltimore (UMB) is currently seeking a Human Resources Administrative Specialist (Program Management Specialist) to join School of Pharmacy - Dean's Administration. The Human Resources Administrative Program Specialist is responsible for the administrative support of human resources and payroll functions for the School of Pharmacy. This position will partner with campus Financial Services Payroll and Human Resources (HRS) offices for employee transactions, payroll, time and leave administration, training and human resource management systems.

Assist management in human resource and payroll processing. Provide administrative support to the daily operational needs of the department.
Prepare and update employment records related to hiring, transferring, promoting, and terminations. First level initiator for all electronic personnel action form (ePAF) submissions. Conducts analysis and researches and prepares data for reports and projects.
Assists with various payroll documents such as bi-weekly timesheet approvals, leave balance reviews and submission of Glacier and visa documents for faculty, staff, and students, post-doctoral fellows, and residents.
Assist in planning and coordinating of onboarding sessions for hourly students and annual Glacier renewal process for all School of Pharmacy staff.
Assist in coordinating human resource programs such as the Onboarding/ Orientation, IT appointment, staff development, and annual Glacier renewals.
Assists in the implementation of human resources programs and projects.
Consults with management regarding policies, trends, and interpretation of data following specific instructions.
Establish effective communication channels and acts as liaison between the departments, school, payroll, and HRS.
Performs other duties as assigned.

EDUCATION: Bachelor's degree.
EXPERIENCE : Two years of experience in administrative staff work. Prior human resource and/or payroll experience strongly preferred.
OTHER: Except for qualifications established by law, additional related experience and formal education in which one has gained the knowledge, skills, and abilities required for full performance of the work of the job class may be substituted for the education or experience requirement on a year-for-year basis with 30 college credits being equivalent to one year of experience.
Elementary knowledge of reference and research methods and techniques used in collecting, compiling, and organizing data and information; of basic methods and techniques used in organizing and conducting studies and analyses or programs, procedures, and organizations; of basic analytical and statistical principles and techniques. Skill in the use of office automation software and its application; in operating manual and automated office equipment. Ability to establish and maintain effective working relationships; to present ideas and information clearly and concisely both orally and in writing; to perform mathematical computations; to present statistical material in chart and graph form.
Based on the duties of this position, selected candidates are eligible to participate in the Bargaining Unit (Union).
Salary Range: $38,204 - $48,000
