This position is a sworn police officer with command level within the Northern Virginia Community College Police Department and as such is responsible for planning, organizing and directing of goals while providing administrative support and coordination for campus police by managing resources across the College in multiple geographic jurisdictions. It requires mature judgment and effective decisions in order to make positive contributions to agency goals. It is accomplished by supervising staff, providing training to police employees, college staff and students to meet competency standards; establishing goals and objectives; preparing work schedules; allocating and directing resources; organizing and coordinating joint enforcement efforts with other law enforcement agencies across the No. VA region and throughout VA., coordinating/conducting special investigations, including covert operations, managing resources that require applying knowledge of administrative and business processes, personnel management, and budgetary controls, evaluation of financial and human resource management activities to ensure compliance with state and federal laws, rules and regulations with accountability for assigned resources and for risk assumed by subordinate staff, for goals and objectives assigned and for poor decisions that can be costly in terms of time, money, public goodwill, and the success of others within the College.
The position requires the achievement of goals or objectives and strategies and must operate in a professional and highly skilled manner at all times because the impact may be life threatening and could cause loss of life and property and significant embarrassment to the College.
The successful candidate will manage multiple entities across a complex college environment. This potentially includes: supervision, preparing of complex administrative reports, coordination of college-wide programs and equipment, work beyond “normal working hours” and responding back to coordinate emergencies responses and resources.
Description of Duties and Tasks:
Additionally the position is responsible for and held accountable for evaluating college-wide and police department goals and directives and ensuring compliance, with Federal, Commonwealth of Virginia, Northern Virginia Community College and College Police laws and policies across multiple locations and for analyzing complex situations often during emergency circumstances. This requires position to make difficult decisions and to coordinate resources within their command structure to ensure operational components and officers at multiple campuses are functioning and capable of responding to significant health and safety matters that if not handled adequately could result in the loss of life, property, embarrassment and increased liability to the College. Position is required to ensure that staff under their command meet and retain all required Department of Criminal Justice Services (DCJS) certifications and complete associated training required by Virginia, NOVA and the Chief of Police. Position is required to ensure that the areas under their command have complete coverage of all their assigned areas of responsibility and that they coordinate with local and federal law enforcement agencies The position is held accountable to provide positive results in areas of life safety and their decisions have the potential to severely impact life safety as well as the image and assets of NOVA. The position is accountable to make high-level decisions regularly concerning law and policy execution. The responsibility extends to safe guarding lives and geography and also carries the expectation that to be proactive in threat management. The position is held continuously responsible for monitoring and evaluating all aspects under their command to include all staff that is working when they are off duty. This position is responsible for providing administrative support and coordination for campus police by applying knowledge of administrative and business processes, personnel management, and budgetary controls, evaluation of financial and human resource management activities to ensure compliance with state and federal laws, rules and regulations. The position may be responsible for several important areas of the Police Department including: Manage vendors and budget for the Police Department. Manage: lost & found, evidence, camera system for all the campuses, distribution of police policies, submission of Clery report to Department of Education, track police vehicle fleet and other equipment and maintain data on such and the coordination of official police records systems. Responsibility for issuing and controlling keys to all buildings and doors at all campuses and maintaining up to date data on who has keys to each door and building. Schedule meetings, review and recommend changes to college-wide policy, make appointments and events for the Police Department and Chief of Police. Furthermore the position has frequent contact with college staff and students, and outside law enforcement and government agencies, businesses and the general public representing the college. This position is also responsible for providing security for college and personal property at the College through crime prevention activities, occasional patrol, investigations of reported and suspected criminal activity, and through the enforcement of State traffic laws and College parking regulations.
Minimum Qualifications :
21 years of age
High school diploma or GED
Department of Criminal Justice Service certified as a law enforcement officer
Considerable experience in the field of law enforcement at Sergeant or above and in supervision of law enforcement personnel
Pass a thorough background investigation
Ability to testify in court proceedings
BA/BS in a related field or equivalent training & experience. Significant experience in a police or public safety environment.
