Under general direction, formulates and defines system scope and objectives. Devises or modifies procedures to solve complex problems considering computer equipment capacity and limitations, operating time, and form of desired results. Work with other institutions in formulating technical solutions on data integrations.
Prepares detailed specifications from which programs will be written. Designs, codes, tests, debugs, and documents those programs. Competent to work at the highest technical level of all phases of applications systems analysis and programming activities. May be responsible for completion of a phase of a project.
Regularly provides guidance and training to less-experienced analyst/programmers. Employees in this classification typically analyze, compare and evaluate various courses of action and have the authority to make independent decisions on matters of significance, free from immediate direction, within the scope of their responsibilities. Primary activities and decision making authority are predominantly performed independently affecting business perations to a substantial degree.
Bachelor degree in computer science or related field + 5 years of experience OR Master degree + 2 years of experience

Master's degree in Computer Science is desirable
