Position Summary: The Life Sciences Strategic Sourcing Center of Excellence develops and executes strategies to address annual Life Sciences and Laboratory Research related spend estimated to exceed $650 million annually.
The Associate Director reports to the Director, Strategic Sourcing, and works with a high degree of autonomy while exercising a high-level of business acumen. The Associate Director leads, manages and develops a team of Commodity Managers and directly works with them to develop and deliver strategic sourcing strategies using UC's Strategic Sourcing Methodology and Technology Tools.
The Associate Director applies their knowledge and experience in sourcing, contracting and supplier relationship management to establish and maintain relationships with stakeholders at UC locations that include senior leaders and working staff of campus procurement and functional academic and business units. The Associate Director leverages the team of commodity managers to work with campus stakeholders to develop detailed knowledge of campus requirements and to develop and recommend strategies and tactics for acquiring services that enhance UC's ability to accomplish its mission, maximize financial value, increase efficiency, and comply with relevant laws and policies.
The Associate Director also plays a crucial role in incorporating UC strategies into category sourcing plans. These strategies include sustainability, working with small and diverse business, and other systemwide strategies as identified.
The Associate Director plays a critical role in communicating UC strategies, programs and objectives to the UC Community, suppliers, and Higher Education stakeholders. The Associate Director works on projects of broad and diverse complexity where critical thinking and analysis of situations or data requires an in-depth evaluation of variable factors. Exercises judgment in selecting methods, techniques and evaluation criteria for obtaining results.
Position requires travel up to 25% and can be physically located on the nearest UC campus to residence.

Lead, Manage, develop, and evaluate a highly-specialized, high performance Center of Excellence team of commodity managers skilled in all aspects of strategic sourcing and responsible for system wide strategic sourcing initiatives in major categories, e.g. Life Sciences, MRO/Facilities, and IT.
Engage, through a collaborative and inclusive approach, with each location's procurement leadership and staff, internal client leadership and staff and other stakeholders to develop knowledge of and continually assess UC spend, business needs, local markets, local and incumbent suppliers, local experience, operational requirements, constraints, and risk tolerance.
Create, Maintain and Communicate 5 year category strategy that accounts for stakeholder needs and UC Procurement Services goals that balances cost, risk and speed in order to ensure that stakeholders are able to effectively realize their objectives.
Manage and communicate status of strategic sourcing projects and contracts to members of UC's Procurement Leadership Council and campus stakeholders.
Act as a change agent, working with senior leaders within campus organizations to realize greater value from the strategic sourcing process.
Provide daily leadership, supervision and guidance to COE Team Members to deliver UC's 7-Step Strategic Sourcing Process using prescribed technology. Activities include market research, proposal/quote evaluation, negotiating, execution and implementation of contracts for assigned commodities. Ensure activities are structured to accomplish objectives using established purchasing guidelines, procedures and policies.
Manage staff according to human resource policies and procedures.
As needed, directly administer RFP and contract negotiations for high risk or high complexity engagements.
Utilize state of the art electronic systems to perform spend analytics, conduct on-line bidding events and manage resultant awards to insure user adoption and supplier performance through integrated contract management software. Research (understand, track, anticipate) and provide benchmark (industry, cost, best practice) information for key commodities.
Manage the administration of system-wide strategic sourcing contracts from award through termination to maximize the value of the agreement to UC and ensure compliance.
Track supplier performance and customer satisfaction with established agreements.
Monitor contract implementation and track vendor performance, coordinate issue resolution and customer satisfaction with agreements.
Collaborate with key suppliers, commodity managers, and stakeholders, to develop strategies that improve the efficiency of the buying process, grow participation in the program, and support UC strategic initiatives such as sustainability and supplier diversity.
Work with the Director and other Category Associate Directors as a member of the Strategic Sourcing Leadership team. As a member, contribute to establishing team objectives, developing policies and procedures for the operation of procurement activities, and take a leadership role in practice development and professional development initiatives.
Identify and investigate continuous improvement opportunities.
Identify internal and external risks that may impact the work of the COE. Develop and execute appropriate mitigation strategies to minimize risks becoming issues. Manage and information to support effective reporting.
Design and execute reports to analyze spend, contract pricing, and / or payment data to support sourcing / planning efforts.
Monitor relevant procurement metrics for all centrally managed categories and address below target performance.
Bachelor's degree in related area and/or equivalent experience. Professional certification preferred.
Excellent knowledge of and expertise using proven negotiation methods; ability to critically analyze a negotiation.
Excellent ability to lead and advise cross-organization workgroups and procurement and functional leaders. Excellent experience with cost modeling and related financial analyses.
Very Strong knowledge and expertise with contracting for services categories and common contractual terms and conditions.
Very strong customer service and interpersonal skills and the ability to coordinate work with others, both internally and externally, to accomplish tasks.
Very strong knowledge of sourcing policies, strategic sourcing process and practices and state-of-the-art electronic sourcing systems.
Excellent organization skills, including meeting facilitation and decision making.
Excellent verbal communication skills including the ability to present to large groups, executive leadership, and 1:1.
Excellent written communication skills including the development of presentation materials, white papers, and correspondence.
Excellent listening, critical thinking and analytical skills. Ability to adopt and use common office technologies, including Microsoft Office, Zoom (On-Demand Video Conferencing), and Box (On-line File Sharing).
CPSM or other purchasing and supply chain certification.
12 years of experience in strategic sourcing, supply chain management, procurement or related experience.
Minimum 6 years recent expertise in laboratory supplies and equipment and related categories. 4 years leading high-performing teams with quantifiable results.
