UW Facilities manages the University's buildings, infrastructure and land, with more than 1,100 employees in a variety of fields. Supporting these groups, as well as the separate Emergency Management team, are the Business Intelligence & Information Technology group and the Finance & Administration group.Transportation Services has an outstanding opportunity for a Fiscal Specialist 2 to provide fiscal support, including analysis and financial reporting in the areas of payroll, purchasing, expenditure control, cash receipts reconciliations and invoicing.Reporting to the Accounting Manager, the Fiscal Specialist 2 will work under general supervision performing a variety of moderately complex and varied fiscal administrative support functions while establishing procedures in recording, summarizing and reporting fiscal activity. Additionally, the Fiscal Specialist 2 will use independent judgment in resolving problems with the reconciliation process.Primary Duties and Responsibilities Payroll and Leave Maintenance *Serve as Transportation Services Payroll Coordinator; maintain primary responsibility for researching payroll issues, run monthly payroll reports. *Maintain department's emergency contact list. Purchasing and Invoicing *Review purchase requisitions for proper detail, budget allocation, object coding, authorization and compliance with state and University policy and procedures; enter BPOs in purchasing/accounts payable system; maintain database of all purchase orders throughout their life; process payments on BPOs based on receiving reports and other documentation provided; liquidate encumbrances and close requisitions as purchases are completed. *Review procurement card purchases for compliance with University policy and procedure, proper authorization, budget allocation, object coding and supporting documentation. *Answer questions, research, analyze and resolve problems on BPOs, payments or other expenditures; advise and interpret UW purchasing policies and procedures for Transportation Services managers, supervisors and staff. *Run monthly billing statements through T2, Wheels, manual entry; delegate and supervise copying and distribution of invoices, as needed; research and respond to inquiries from customers. Cash Receipts Reconciliation *In coordination with Fiscal Technician 3, perform daily reconciliation of all gatehouse transactions, front office receipts and Events; use Access and Excel to perform reconciliation and purchasing functions; use independent judgment when resolving problems with reconciliation process; identify, suggest and incorporate system and process changes into accounting and reconciliation processes. *Identify and forecast trends and potential training issues and exercise tact and diplomacy when communicating these issues to supervisors. *Direct the work of the student and temporary employees on tasks relating to Events and reconciliations. Inventory *Coordinate maintenance of equipment inventory system (OASIS); including tagging of new assets as received, entry in OASIS, clearing pending assets and updating disposition of assets removed from service. *Coordinate and direct staff in performing annual or biennial physical inventory. Other duties *Adhere to proper separation of duties guidelines at all times. *Assist in training and cross-training other Accounting Office staff. *Provide coverage for staff vacancies, when required; perform the duties Fiscal Specialist 1. *Maintain and modify multiple computerized databases and accounting systems. *Participate in a team office environment with focus on customer service. *Other duties as required. Requirements include:*Two years of experience at a level equivalent to Fiscal Specialist I *AND 15 quarter hours or 10 semester hours of college level accounting, or equivalent education/experience. Additional requirements include:*Ability to work overtime and some weekend shifts, as needed, according to cyclical periods. *Ability to move/lift 50 pounds. *Ability to sit and key for extended periods of time. *Skilled in use of Excel, Word and Access. Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.Desired:*Experience in an environment with significant focus on internal controls. *Prior experience with process improvements, continuous quality improvement or similar programs. *Familiarity with University's online systems, Workday, PAS and FIN.
