The West Virginia University Institute for Community and Rural Health is seeking applications for an Office Administrator Senior. This position functions as a senior level administrator for three (3) Directors; The Director of Rural Programs and the Director, Institute for Community and Rural Health (ICRH) who serves as the Administrator for the state funded Rural Health Initiative Program and the Director of WVAHEC. This position is directly responsible for operations, facilities and personnel management, policy development, performance monitoring, reporting to sponsors, budget planning and management and program development for the RHI and AHEC programs.
In order to be successful in this position, the ideal candidate will:
Provides high level support to the Director of Rural Programs, Director of the Institute for Community and Rural Health and the Director of the West Virginia Area Health Education Centers program regarding the day-to-day activities associated with the management and administration of two statewide programs comprised.
Independently plans and prepares the annual budget for the WVU Institute for Community and Rural Health, the Rural Outreach funds and assists with development of the WV Area Health Education Centers program budgets and grants, as well as the Rural Health Initiative state grant.
Develops, processes and manages contractual agreements with all 5 AHEC Centers.
Independently develops fiscal policy for the RHI and AHEC programs following Federal and State guidelines.
Manages fiscal reporting of RHI funds
Develops report data for transmittal to various funding agencies and for inclusion in reports.
Analyzes program progress and financial data for quarterly and annual reports
Supervises preparation or prepares budget requests and narrative explanations for grant proposals.
Supervises the procurement, accounts receivables, independent contractor forms (ICF), subcontracts, grants invoicing and personnel payroll process for the Institute for Community and Rural Health.
Coordinates all administrative activities of the Institute for Community and Rural Health, RHI and WV AHEC
Directs the compilation of statistical data and reports and evaluates such to ensure quality and timeliness of activities and deliverables.
Manages the daily operational activities of the department.
Liaisons with community partners, partnering schools and institutions, rural field faculty and WV AHEC Executive Directors and staff
Assists the Director of Rural Programs and Director, Institute for Community and Rural Health with formulating overall program development and strategic plans, identifying new initiatives and programs, identifying legal and governmental issues and requirements affecting the programs and directing the preparation of information for compliance.
Bachelor's degree in Accounting or Business Administration or other related discipline;
Or an equivalent combination of education and experience required
Two (2) years of experience:
Progressively responsible and related administrative work experiences
Background in financial management and office administration
Federal grant experience of comparable operational complexity is highly desires.
Non-profit budget management, preparation and analysis
Business management and related experience (with report writing)
Computer experience within the MAPPROD environment.
Experience in the oversight of budget and fiscal operations and the management of multiple funding sources for a budget.
Ability to use a PC for word processing, spreadsheet development, presentation development, and internet data searches.
Familiarity with OMB circulars and requirements to help ensure proper execution of federally funded projects.
Ability to work effectively on the internet to retrieve and store data.
Knowledge of WVU procedures to work effectively with travel, purchasing, reporting and other WVU administrative procedures.
