The Facilities Management department of Facilities & Services at West Virginia University is seeking applications for an Assistant Director position at Health Sciences Center. This position reports directly to the Director of Facilities Management at Health Sciences Center and provides second-in-command leadership to the Facilities Management unit at the Health Sciences Center.

Develop, implement, train and measure staff performance based upon department objectives and metrics. Manage staff through well-defined performance measures, shared objectives, performance ratings, and training opportunities. Assess employee skill levels and identify appropriate training for improvement.
Develop, promote, and deliver on-going staff training on business initiatives such as policies and procedures, budget, FM strategic plans, skill, mission, vision, etc. Lead by example in all areas.
Develop and execute an operating and personnel budget in excess of $1M. Develop and implement plans for repair and maintenance to include identification, prioritization, budget development, design and scheduling.
Ensure that associated maintenance, repair, and alteration requests meet all applicable codes and assigned deadlines.
Utilize computer-based maintenance system (Unifier) to evaluate department efficiency; identify call-back issues, repetitive problems, etc., and to evaluate metrics.
Provide continuous improvement concepts and manage a complex preventive maintenance program to reduce break downs, repair costs and increase the reliability of the University's infrastructure. Develop and manage a predictive maintenance program to identify equipment deficiencies and repair needs prior to system failure.
Evaluate new technology and procedures to determine if they are applicable to WVU. Identify opportunities and implement actions to create energy, manpower and cost savings.
Prepare cost estimates and designs for repairs and projects; utilize MS Means, personal knowledge, and other benchmark data.
Coordinate with suppliers, engineers, architects, customers, etc. to assure timely and cost-effective repairs and projects.
Utilize data, staff input and condition assessments to assure deferred maintenance 10-year plan reflects condition of plumbing systems throughout campus.
Participate in various departmental and University-wide committee assignments. Act as liaison between various departments such as Planning, Design, Construction, and Scheduling and Environmental Health and Safety.
Direct operations to provide effective stewardship of facilities, materials, equipment and related capital construction activities. Stewardship means direction of the operation (including emergency response) and maintenance of all buildings on the HSC campus, life safety, deferred maintenance, and inspections of all buildings. Works with University Police and Business Office to ensure cleanliness, safety and security of all buildings. Addresses maintenance needs of equipment, furnishings, and phone services.
Compile data for BRIM Insurance reports and works to correct problems and concerns. Writes policies and procedures as required. Monitors capital projects for WVU HSC.
Develop multi-year capital plans to meet facility replacement (deferred) needs and facility changes, including all buildings on HSC campus to support the University's vision. Develops and improves services through continuous improvement activities and the use of the new ideas, technology, and/or new opportunities. Work with WVU Planning Services to develop long-term maintenance plans and assist with the creation and updates of the campus master plan. Develop and maintain a 10-year Deferred Maintenance Plan, with one year and five-year breakouts.
Customer Service: Establish goals and policies and provide supervisory guidance for all staff to assure excellent customer service.
Budget Control: Coordinate with HSC and FM financial analysts to establish and report budgeting information. Communicate budgetary issues and information among the functional units within the HSC Facilities Department.
Project Tracking: Establish goals and policies and provide supervisory guidance for staff responsible for the management of projects undertaken by the HSC Facilities Department. Coordinate with FM financial analysts to track costs associated with projects.
Special Events: Represent the Director and the department in the coordination and planning of special events, room set-up requirements, visitors, and awards ceremonies at the Health Sciences Center. Provides support to the Special Assistant to the Vice President for Health Sciences during special events.
Act as liaison between Health Sciences Center and HSC contractors/vendors as it relates to parking issues, paving, rerouting traffic flow, sexual harassment, etc.

BS in Engineering, Business Administration, Management, or similar related field. Related experience may be considered in regard to educational requirements.
At least seven (7) years of progressive management experience in a large facilities maintenance organization.
Ability to organize work flow and maintain schedule.
Ability to coordinate, supervise and motivate the work of others.
Ability to enforce policies, procedures and safety requirements.
Ability to communicate effectively both orally and in writing.
Ability to maintain appropriate records and submit required documentation/reports to the next level of supervision.
Ability to operate a personal computer for maintenance of records.
Ability to utilize logical problem-solving techniques.Thorough knowledge of local, state and federal codes
.Ability to work with people in a stressful environment.Ability to recognize normal occupational hazards.
Adaptability to cope with changing Maintenance, Facility and regulatory standards and requirements.
