Reporting to the Chief Compliance and Privacy Officer, the Compliance Privacy Officer (CPO) is responsible for developing and implementing a strategic and comprehensive privacy program in accordance with HIPAA federal and state laws including policy development, providing training and education, applying effective privacy practices that minimize risk and ensure the confidentiality of PII and PHI, timely reporting, consistent corrective/remedial actions and efficient daily operations. In coordination with the Chief Compliance and Privacy Officer, the CPO advises the CEO, Dean, Executive Management, Directors, Department Chairs and Chief Administrative Officers on policy and guidelines of privacy compliance to ensure full accountability with policies and procedures. The CPO collaborates with Information Systems and Data Security to evaluate network systems compliance with applicable laws and University policies, to perform gap and risk analysis, and to update physical and electronic safeguards in response to new threats and vulnerabilities and/or new legal standards. The CPO serves as a resource for focused compliance programs, such as the Research Compliance Program and provides technical assistance in ensuring privacy requirements are met in business associate agreements, data use agreements and other data sharing agreements. The CPO leads privacy investigations and determines whether alleged privacy breaches are reportable and manages the privacy program through organizing and delegating to staff to achieve objectives and remain compliant with all privacy regulations. The CPO will be the main point of contact for the California Department of Public Health (CDPH) and the Office of Civil Rights (OCR) as it pertains to any alleged privacy breach.
