About the Position: The Division of Administration and Finance consists of hundreds of staff and student assistants that make up 8 administrative areas and over 30 departments. Each of these departments support the effective running of campus' finance, administrative, and business operations. It is the mission of the Division to provide customer-focused administrative support and steward our physical and financial resources in order to set students up for success. We are seeking an exceptional individual to join our team as the Chief of Operations and Division Budget. The ideal candidate in this role should have a positive attitude, an active, energetic mind, and a leadership style that is characterized by highly ethical practices and a commitment to diversity, openness, flexibility, integrity, and kindness. Reporting to the Vice President for Administration and Finance/CFO, the Chief of Operations (COO) and Division Budget Manager assists the Vice President in the fulfillment of a wide variety of complex and highly sensitive executive and administrative duties. The complexity and scope of the position requires possession of strong judgment, attention to detail, political acumen, work ethics, and commitment. The Chief of Operations maintains a Project Portfolio as assigned by the Vice President and carries out multiple tasks and assignments, independently makes decisions to advance projects in a timely manner, adheres to schedules and meets deadlines, collaborates well with other individuals in and outside the Division, and exercises sound judgment. The COO independently exercises considerable latitude in determining and achieving divisional objectives and responding to day-to-day administrative and operational issues. Works collaboratively with staff, managers and senior level individuals across the campus and advises the Vice President on operational and strategic issues. The COO has broad responsibilities related to administrative functions and is expected to exercise significant judgment in the development and implementation of administrative policies and procedures and maintains the website for the Office of the Vice President for Administration and Finance. The COO oversees the Division Budget and responsible for all budget matters of the Division. The COO works with the departments in implementing campus wide Budget policies and managing Budget processes such as quarterly reviews and budget transfers, and is the primary liaison with the campus Budget Office. The COO supervises the Manager of HR who serves as the Division Liaison to Human Resources, Diversity and Inclusion on related matters such as adhering to HR policies and handling processes including compensation plans and reporting. The COO also supervises the Director of Organizational Strategy who is responsible for the division's strategic initiatives and related programs. Other duties as assigned.
A Bachelor's degree from an accredited four-year college or university in Management, Organizational Development, Public Administration or a related field. General knowledge of higher education budgeting and financial management processes. Ability to exercise considerable, independent judgment with a thorough knowledge of professional administrative procedures involving in-depth problem-solving techniques. Ability to develop and recommend policies and procedures not covered by existing policies and procedures; determine method and systems to meet goals and assess the impact on programs and the need for program changes. General knowledge of higher education issues and a familiarity with a University campus environment. Excellent oral and written communication skills. Excellent interpersonal skills. A working knowledge of research methods and reporting writing. PC and software such as Word, Excel, Visio, PowerPoint, Outlook (e-mail and calendar).
A background check (including a criminal records check) must be completed satisfactorily and is required for employment. CSU will make a conditional offer of employment, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information. Failure to satisfactorily complete the background check may affect the continued employment of a current CSU employee who was conditionally offered the position.
Master's degree from an accredited college or university in a related field. Minimum 8 years higher education management experience.

Therefore, you will be required to file an initial Conflict of Interest Form 700: Statement of Economic Interests within thirty (30) days from date of hire and on an annual basis; and complete the CSU sponsored ethics on-line training within thirty (30) days of appointment, and at least once during each consecutive period of two calendar years following the appointment. The person holding this position is considered a limited mandated reporter under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 as a condition of employment.
