The HR Recruiter develops and implements recruiting plans and strategies designed to fulfill the college's staffing needs. The Recruiter is responsible for recruiting, interviewing and vetting potential candidates; and ensuring all steps of the pre-employment process are complete for candidates who are hired.
ESSENTIAL JOB FUNCTIONS
Recruiting Administers the employment/staffing function of the College by ensuring staffing goals are consistently met through the development and implementation of best practice recruiting strategies. Recruits, interviews, and screens applicants for the College. Partners directly with Hiring Managers to ensure all requirements are updated, position descriptions are accurate and accurate screening criteria are established.
Reviews resumes/applications to identify qualified candidates for open or new positions, conducts screening interviews and tests, completes reference and background checks, and forwards qualified job candidates to the appropriate Hiring Manager. Responsible for job postings, external advertising, screening interviews and required testing, college relations, and applicant tracking.
Collaborates with external partners, for the purpose of networking and sourcing opportunities, to help identify top talent for open positions.
Administration Completes and processes new hire information, schedules pre-employment screenings, works closely with appropriate departments concerning incoming employees, and coordinates with the Professional Development and Retention team on implementation of new hire orientation. Ensures employee files are complete and forwards all necessary HRIS information for hire to the appropriate area for processing and entry in the HR database in a timely fashion.
Support and Training Participates in HR projects, such as researching best practices related to HR issues, policies and programs; develops and produces various reports; develops staffing and briefing materials; plans, prepares materials for, or participates in special events or programs. Assists and/or facilitates training specific to the Talent & Acquisition department.
Usual Physical Requirements:
The employee regularly exhibits digital dexterity when entering data into computer, frequently sits for extended periods of time, and occasionally stands and walks. Employee occasionally reaches with hands or arms and stoops, kneels, crouches or crawls. Employee converses verbally with others in person and by telephone. Vision demands include close, detailed vision when focusing on computer screen. Employee occasionally lifts or exerts force up to 10 pounds.
Knowledge, Skills and Abilities:
Knowledge of: federal and state laws and regulations pertaining to employment; employment law, specifically as it relates to staffing and recruiting practices; recruiting trends and technologies.
Skill in: research and analysis; sourcing and attracting candidates by using databases, social media and other recruiting platforms; excellent verbal and written communication; organization; customer service; conflict resolution; general typing; application of job software including word processing and spreadsheets; proofreading standard business correspondence and other written documents; customer service; office organization; creating functional report formats; verbal and written communications; performing mathematical calculations including addition, subtraction, multiplication, decimals, percentages and fractions.

Minimum Qualifications: Bachelor's Degree in Human Resources, Business Administration or a related field plus at least one year of experience as a Recruiter; or five (5) years of experience in Human Resources in a progressively responsible role within the talent acquisition field; or an equivalent amount of education, training and experience which provides the required knowledge, skills and abilities to perform the essential functions of the job. State Motor Vehicle Operator's License or demonstrable ability to gain access to work sites(s).
