Job Description Summary
This leadership position is responsible for managing all operational and administrative aspects of Penn Parking.
The Business Services Division (BSD) supports the individual and collective needs of the Penn community by promoting a hospitable, customer-friendly campus environment through the provision of mission-critical services and essential operations. BSDâ™s mission is to provide high-quality service in a fiscally responsible manner. Penn Parking Services has an annual labor budget of $3.2 million with over 45 full and part time employees, including salaried professional and hourly paid staff and unionized staff. Provides oversight of revenue collection and control, capital improvements, maintenance & cleaning of equipment and property; resource and people management including labor scheduling for 27 lots & garages; employee & labor relations; working with both outside & internal vendors; and controlling related costs; customer service and stakeholder relationship management. Management oversight of permit program and customer service operation, including administration, pricing and events. Due to the nature of the operation, some evening and weekend hours are required (for example, in support of Penn events). The role reports to the Director of Business Services, PTIRM (Parking, Transit, Ice Rink & Mail).
Oversee operations of Penn Parking Services (27 garages and lots), with 5 direct reports (3 Parking Supervisors and 2 Assistant Directors), and team of Parking Attendants, Hard Surface Custodians (union); and part-time employees.
Optimize revenue from Parking via automization, increasing use of technology, maximizing transient parking rates, marketing, revenue control procedures, and increased parking space utilization rates.
Oversight Parking administration in the management of both permit and transient parking, special event requests, customer inquiries, billing and Penn's commuter program.
Contribute to effective employee and labor relations.
Ensure Parking equipment, technology and property are properly maintained and updated by developing relationships with FRES and outside vendors. Responsible for cost controls in these areas.
Coordinate snow removal efforts for Penn Parking, plan and manage Penn Parking support for campus special events (Penn Relays, Graduation, Move-In, sporting events, etc.).
Provide exceptional customer service via direct correspondence with all levels of University and Health System management, staff and students.
Explore and recommend best practices for Parking operations by visiting or analysis of peers and other businesses.
Participate in and represent Penn at relevant professional organizations & events.
Assist with preparing budget, review and control expenditures. Prepare monthly reports (to Senior level management) and other correspondence for Parking.
Assist Executive Director Business Services with strategy and balanced scorecard objectives and assist Associate Director, Finance with Balance Scorecard related work for those areas.
Other duties/responsibilities as assigned.
Bachelorâ™s degree and 5 years to 7 years of relevant experience, or an equivalent combination of education and experience, are required. Advanced degree in business management is an advantage.
Substantial demonstrated operational management experience in a complex 7-day operation, preferably in the parking business.
Experience in project management, preferably of facility upkeep and renovation.
Experience reviewing budgets, generating and managing expenditures required.
Experience supervising and developing customer service staff (preferably unionized staff) required.
Demonstrated experience planning and managing services in support of special events.
Strong organizational, analytical & problem solving skills.
Excellent interpersonal and communication skills, including a track record of effective people and change management.
Demonstrated track record of showing initiative and judgment with ability to thrive in a collaborative environment.
Leadership skills enabling candidate to elicit high level of coordinated support from project stakeholders.
Valid US driverâ™s license.
Ability to work flexible hours including some evenings and weekends to support business needs.
