Database Manager - Center for Disability Inclusion 13199
The Job Accommodation Network at West Virginia University invites applications for the position of Database Manager (Professional Technologist 2). The Database Manager develops, implements, trains, and provides technical assistance in regard to the database elements of the Center for Disability Inclusion, especially the Job Accommodation Network (JAN) Information System. This includes assisting in the design and development of numerous program databases, both custom and stock; development and implementation of custom administrative software; develop and generate ad hoc reports for internal administrative support; maintain the JAN network infrastructure; maintain the JAN proprietary information system (JEMS); and provide training and technical assistance to end users.
In order to be successful in this position, the ideal candidate will:
Design internal databases by: * Analyzing Center operations and contractual and policy specifications to determine data and reporting requirements and schedules. * Designing database structures to facilitate the capture, storage, manipulation, analysis, and reporting of data derived from JAN's and other CDI project operating processes. * Anticipating future data capture and reporting requests and incorporate into initial database design so that historical data is available at the point of need.
Develop program software to support CDI operations by: * Developing various software modules to be used by staff in support of the daily operating processes. These modules must be custom-developed to incorporate elements crucial to the support of current and anticipated future organizational needs, as well as facilitate proper use by non-technical staff. * Updating custom software to incorporate evolving Center goals, requirements, and needs. * Developing custom software for mobile devices.
Information Management to develop, implement, and maintain network infrastructure and administration by: * Setup and maintain a system of multiple Windows and other specialty servers to support CDI operating processes. * Maintain a data backup system dedicated to the preservation of organizational information and the facilitation of post-event continuity of operations. * Maintain digital phone system, as it is integrated into Center's data capture and reporting schema. * Maintain and monitor secure system of in-house wireless access. * Prepare and document network/phone wiring schema, cross-referencing both ends of network and telephone terminations. * Develop, implement, and maintain a system of secure access through user authentication, network access rights, and file rights.
Assist in the maintenance of information systems by: * Setup, inventory and maintain desktop and laptop computers, mobile devices, servers, projectors, printers, phones, copiers, and other IT-related equipment. * Troubleshoot computer problems and perform repairs, documenting all issues and resolutions for future analysis and component tracking. * Maintain network and telephone wiring and ports, and install new network wiring and ports, as needed. * Troubleshoot and repair in-facility network connectivity problems and interface with WVU IT when issue extends or originates beyond CDI facilities. * Perform backups of CDI information. * Apply software upgrades and patches to servers and computers, as needed. * Replace toner cartridges and clear paper jams in printers and copiers. * Maintain both hardware and software security systems, including anti-virus systems to protect all servers, workstations, and data.
Ensure all staff can use appropriate computer hardware, software, and peripherals by: * Providing technical support and training to Center staff in the operation and utilization of all electronic hardware and commercial and custom-developed software packages used including, but not limited to, computers, printers, copiers, projectors, wireless devices, digital telephone system, JEMS, MS Office Suite, and WVU email system. * Troubleshooting and correcting various user issues related to hardware, custom and commercial software, Internet access, and telephone system operation. * Documenting end-user requests for service and the applied resolutions to develop a best practices inventory to be used in training. * In conjunction with IT Team and Consultation Team select, install, test, and train JAN staff on use of various assistive technology for use with IT devices.
* Bachelor of Science degree in Computer Science, Computer Engineering, Information Systems, Electronics, Engineering, or an equivalent combination of education, certifications and directly related experience. * At least 2-years of experience in the following: o Overall technical experience o Database administration experience o Working knowledge of database tools and utilities such as SQL Server Management Studio and database monitoring utilities o Experience with the installation and maintenance of vendor software o Experience providing technical assistance to end users o Microsoft certification is preferred.
* Strong interpersonal skills with ability to interact at all organizational levels and with technical staff managers, and end users. * Strong analytical skills to be able to research, analyze, detect and technically correct developed processes. * Demonstrated proficiency in problem solving, the ability to self-direct and prioritize tasks, good English oral and written communication skills, and general computer skills are required. Computer programming, database administration, and basic supervisory skills are required. * Demonstrated ability to install, upgrade, maintain and management Windows-based software * Demonstrated ability to install and maintain Windows workstations * Demonstrated ability to manage Microsoft Active Directory * Knowledge of network and data disaster planning and recovery * Demonstrated ability to manage Cisco and Linksys routers, switches and wireless access points * Demonstrated ability to install and properly terminate category 5/5e UTP network cabling * Demonstrated ability to troubleshoot network cable runs and connections using tracing equipment * Demonstrated ability to develop, maintain, and modify custom software in a Visual Studio environment, especially .NET * Demonstrated ability to develop custom reports in a SQL Server environment * Demonstrated ability to schedule, conduct, maintain, monitor, and verify routine system backups * Knowledge of computer security issues, requirements and trends, especially federal security requirements (e.g., NIST, FIPS) * Demonstrated ability to prepare technical documentation and justify approach used, resolve complex issues, explain to staff on technical features of an application or process, and the ability to express technical information to non-technical users as well as gather information from them relating to system needs and issues.
