The Division Policy Translation and Leadership Development is to bridge the communication gap between researchers, policymakers, and non-policy leaders by fostering a culture of exchange of knowledge and translating science into policy to bring public health solutions to improve millions of lives.
The Grants and Contract Manager (GCM), under the direction of the Sr. Associate Director of Finance and Administration (ADF), will be a part of the DPTLD Finance Team and is responsible for pre-award grants management preparation as well as providing post-award management for a portfolio of federal grants and contracts, non-federal contracts, endowment and discretionary funds as well as subcontract funds totaling over $3M.
The GCM will work closely with researchers and other members of the Finance Team to design and prepare budgets, as well as assemble highly-confidential, final grant proposals. The GCM will analyze past data in preparing projections, completing required forms for new proposals, and completing competitive renewals, No Cost extensions, re-budgets, and continuations for a number of different sponsors. The GCM will also be responsible for monitoring all deadlines and together with the ADF contacting the appropriate Central Offices to resolve any problems or issues that arise.
In addition, the GCM will be responsible for analyzing financial reports for trends and presenting data analysis and financial reports to the Principal Investigators (PIs) and Sr. Associate Director of Finance and Grants Administrations -- for use in long-term planning and decision-making. Additionally, the GCM will respond to a variety of financial inquiries as they arise and will work closely with researchers to ensure proper effort allocation. The GCM will work together with the Finance Team to meet University deadlines and work closely with the ADF during the closing of the Fiscal Year and during the Annual Budget Process.
Additional duties and responsibilities include, but are not limited to, the following:
Working with the Senior Associate Director of Finance and Administration in monitoring and reconciling post-award expenditures/invoices
Following up with any problems discovered and resolving with journals or other appropriate actions
Monitoring post-award budgetary expenses for his/her portfolio to ensure compliance in accordance with granting agencies and University guidelines
Ensuring expenditures are allowable and allocated to correct funds
Advising Principal Investigators on Harvard University and DPTLD policies and procedures, as well as providing expertise and guidance regarding Federal Agencies and other sponsors' rules and regulations
Attending necessary meetings, trainings and workshops to stay current on job-related regulations and policie
Coordinating with the Senior Associate Director of Finance and Administration on other projects as needed
Other duties as assigned

5+ years of related experience – education may count towards experience. Must have at least 2+ years of financial experience, grants management experience, or experience working in an academic environment; a combination of education and experience may be considered
Bachelor's degree, and/or Certified Research Administrator (CRA) preferred
Experience with Harvard policies and systems (GMAS and Wasabi) preferred
Experience working with Microsoft Excel strongly preferred
Experience in an academic, hospital, research or related environment preferred
Experience working with research faculty on grants and contracts preferred including Knowledge of A-21 and Uniform Guidance regulations preferred
Experience managing training grants, complex awards and working with a variety of sponsors preferred
Advanced working knowledge of research compliance issues & of key federal grant regulations preferred
Excellent organizational and time management skills preferred
Excellent written and verbal skills preferred
Outstanding attention to detail preferred
Understanding of human subject use, animal use and other research compliance areas preferred
