The Research Compliance Manager (RCM) will work under the direction of the Associate Director to provide management and analysis in support of a broad portfolio of research compliance functions, including financial conflict of interest (fCOI) disclosure and management and export control compliance.Â The incumbent will have basic knowledge of regulations governing conflicts of interest and export control compliance at an institution of higher education and the ability to interpret and apply regulations and institutional policy in varying and often unique situations.Â They will have experience presenting complex information in a clear and concise manner, including a demonstrated track record of organizing and implementing training and education programs to a broad audience.Â The RCM must be an independent problem-solver with exceptional interpersonal skills and be able to work with all levels within the organization, including faculty and senior officials.
Conflict of Interest Compliance
Supports all activities of the Universityâ™s Conflict of Interest Review Board, comprised of faculty and senior staff.Â Prepares draft meeting agendas and relevant meeting materials, records meeting minutes, and assists the Associate Director with any other related duties.
Drafts conflict management plans and conducts quality assurance reviews to ensure ongoing compliance with established plans.
Proactively manages the annual conflict of interest assurance and reporting process in compliance with Brownâ™s Policy and federal regulations; ensures that the University achieves full compliance.Â
Conducts analysis of annual conflict of interest reporting forms.
Conducts project-specific analysis for PHS-supported investigator proposals and related submissions of fCOI reports.
Ensures investigator compliance with federal Conflict of Interest training requirementsÂ
In conjunction with the Associate Director, develops an outreach and education program to ensure researchers and their support staff understand all aspects of fCOI compliance and reporting procedures
Responds to all public accessibility requests within requisite timeframe.
Develops process documents and conducts user testing to assist with the Universityâ™s transition to an integrated, electronic database management system.Â
Export Control Compliance
Evaluates export control licensing needs; work collaboratively with investigators to obtain the required information for evaluation and license requests; tracks existing licenses.
Reviews export control referrals made by the other Brown University offices and departments;
Independently works with vendors to classify items for purchase.
Coordinates outreach and education efforts related to federal Export Control regulations, science and security concerns, and related institutional policies. Provides individualized outreach and education to investigators/support staff as requested.
Develops guidance documents, decision trees, FAQs, common scenarios, and other quick reference materials for researchers to promote compliance; updates export control content on the OVPR website to ensure it is user friendly, clear and concise.
Supports all activities of the Export Control Working Group. Prepares draft meeting agendas and relevant background materials, schedules meetings, records meeting minutes, and assists the Associate Director with any other related duties.
Bachelorâ™s degree plus 2-4 years of regulatory compliance experience in a higher education setting preferred
Demonstrated experience in research compliance, preferably in the areas of financial conflict of interest and/or export control compliance
Experience developing and/or maintaining computerized databases and tracking systems
Strong organizational, multi-tasking, and time management skills.Â Must be detail-oriented.Â Initiative and judgment to independently problem solve and prioritize.
Ability to independently develop and implement short and long term goals and also work as a member of a team.
Demonstrated ability to research, analyze and summarize complex information.Â Demonstrated facility with interpreting regulations preferred.
Customer-service focused approach with strong interpersonal skills.Â Confident public speaker. Highly effective oral and written communication skills necessary.
Experience working with highly sensitive and/or confidential information.
Strong computer/typing skills.Â Proficiency with word processing, spreadsheet applications, database management, and report generation required.Â
