JOBSUMMARY/ESSENTIAL JOB FUNCTIONS:
TheAccounting and Budget Assistant Director shares oversight and expertise toinsure the budget and accounting integrity of UTHSC budget and financial informationwhich comprise academic entities, including the Memphis campus, clinicaleducation centers, a research center and family practice units. TheAccounting and Budget Assistant Director is responsible for preparing andanalyzing various budget performance schedules and forecasts for departmentalaccounts within Business and Finance. Additionally, the AssistantDirector helps supervise the coordination of budget preparation, monitorsposition control requests, performs and leads accounting reconciliations andhelps coordinate the year-end closing for the aforementioned academic entitieslocated in Memphis and throughout the State of Tennessee.
Checks and inputs position control data into IRIS. Monitors changes in position control and prepares unfilled position reports as needed by the Director.
Monitors Educational and General expenditures and revenues for all entities of the UT Health Science Center including the Memphis Campus; Clinical Education Center-Knoxville; Clinical Education Center-Chattanooga; Memorial Research Center-Knoxville; and the Family Practice Units-Jackson, Knoxville and Memphis.
Reviews monthly performance reports and expenditure reports prepared by the Budget Coordinator. Determines trends and patterns for overspending.
Assist the Director with review of federal cash drawdowns - including grants and financial aid.
Review of scholarship accounts and service contracts.
Assists in the coordination of the entire budget process and communicating base budgets for responsible areas, guiding departmental budget submission, checking all aspects of budget, and obtaining the Associate Vice Chancellor for Finance as well as Vice Chancellor's approval as required.
Shares responsibility for the accuracy and validity of budget documents submitted to Knoxville Systems Budget Office and THEC, including salary schedules, budgeted expenditures by object codes, and estimated revenue schedules.
Trains campus users on the Position Control/Budget Data Processing System.
Approves position control system changes and personnel requisition requests, which involves verifying available funding sources and consistency between position system and requisition system.
Provides data and ensures the accuracy and timeliness of extensive proposed budget analysis reports and revised budget reports which include such information as variances in FTE employee count, average salary (by rank), and changes in the amount and utilization of salary funds from previous fiscal year.
Helps prepare closing entries at the end of the fiscal year, working closely with the Audit, Business Contracts, Grants and Contracts, Accounts Payable, and other areas that contribute information and analyses for entries as well as the UT System-Wide Treasurer's and Controller's Offices. Verifies that expenditures are documented against the proper account and in the proper year.
Provides data and helps prepare quarterly financial and capital projects reports for the Vice Chancellor of Finance and Operations.
Performs other accounting duties as necessary.
