Michigan State University (MSU) invites applications for the inaugural position of a Specialist- Outreach, also known as Program Manager, Global Innovations in Development, Engagement, and Scholarship (Global IDEAS). Building on the university’s significant history of commitment and accomplishments in global engagement, the Global IDEAS program manager will be instrumental in shaping and implementing MSU’s future international development portfolio. Entrepreneurial, collaborative, and skilled in development program design and delivery, the Global IDEAS Program Manager will work at the interface of higher education and development practice.
Innovating, creating, learning, anticipating the future: Global IDEAS presents a novel higher education model for international development programming and scholarship. Aligned with areas of MSU expertise - food and agriculture, environment/energy/water, health and nutrition, and education - Global IDEAS will serve as a nexus for interdisciplinary development expertise. Convening communities of practice on key development topics such as gender, scaling and entrepreneurship, human and institutional capacity development, resilience, and monitoring and evaluation, the platform will cultivate domestic and international partnerships and serve as a campus resource for the international development community. Global IDEAS will provide expertise and resources to facilitate access to funding from the U.S. government (especially USAID, State, and MCC), foundations, bilateral and multilateral organizations, foreign governments, and non-profit and for-profit entities. Ultimately, linkages among Global IDEAS personnel, MSU faculty, collaborating partners, and the broader international development community will serve as a conduit for co-creation of high-quality programming, groundbreaking research, and innovative solutions to the world’s most pressing challenges.
Provide technical direction, support, and oversight for MSU’s international development program design and post-award implementation (90%)
Working in collaboration with members of the Global IDEAS Partnerships and Funding and the Proposal Development and Coordination teams, establish new - or build upon existing - strategic relationships, partnerships, and programs to influence and respond to funding opportunities that align with MSU’s areas of expertise and capabilities.
Lead and/or contribute expertise to complex proposal efforts ensuring that global best practices, research, and approaches are incorporated into design, especially in areas of international development project management, gender, scaling and entrepreneurship, human and institutional capacity development, resilience, and/or monitoring and evaluation.
Contribute knowledge of best practices in international development to multidisciplinary, multi-partner proposal teams on such topics as international development project management, gender, scaling and entrepreneurship, human and institutional capacity development, resilience, and monitoring and evaluation.
For successfully-funded projects, lead or support the project implementation team to provide reliable and forward-looking technical management and oversight for a portfolio of MSU’s international development projects in one or more sectors of subject area expertise.
Support the development and implementation of plans for project talent management, including recruitment and onboarding staff assignments, performance goal setting and management, and training and other professional development.
Working with the Global IDEAS finance manager, manage project budgets in adherence to MSU policies and administrative and operating systems and practices. In consultation with the Global IDEAS Director and key MSU constituencies, develop or adjust program support systems and practices when clear needs emerge.
Ensure that awarded projects are measuring and achieving their intended impact, are compliant with donor and MSU policies, and are fiscally sound.
Manage or support reporting and client relationships, as warranted by project requirements and staffing structures.
Provide or oversee effective and timely management of project start-up and close out.
Provide leadership on international development practice in a higher education context (10%)
Lead or contribute to communities of practice at MSU on topics that may include international development project management, gender, scaling and entrepreneurship, human and institutional capacity development, resilience, and/or monitoring and evaluation.
Serve as a campus-wide, national, and/or international resource for international development practice and scholarship by generating scholarly outputs, internal tools and resources, and/or informational briefings/blogs/platforms.
Minimum 5 years of international project development and/or project implementation experience.
Demonstrated experience work with a team of individuals who have diverse technical skills and levels.
Demonstrated ability to implement complex donor-funded international development programs, producing high-quality and timely donor deliverables.
Working knowledge of established best practice, emerging trends, and innovative approaches, tools, or techniques that support international development programming, especially in a cross-cutting development theme: international development project management, gender, scaling and entrepreneurship, human and institutional capacity development, resilience, and/or monitoring and evaluation.
Strong organizational and interpersonal skills.
Flexibility for travel internationally and domestically, as needed, to develop and maintain relationships.
Fluent, professional, written and spoken English.
7-10 years of international project development and/or project implementation experience.
Experience working at USAID, Department of State, Millennium Challenge Corporation, or a multilateral development bank.
Experience working at a higher education institution.
Evidence of technical leadership and progressive program and staff management.
Sectoral knowledge in one or more of MSU’s areas of strength: food and agriculture, environment/energy/water, health and nutrition, and education.
