Bachelor's Degree (foreign equivalent or higher degree). Three (3) years of progressively responsible full time experience in business operations. Knowledge of and experience in the buying process. General human resource and/or financial experience. Data mining and analytic expertise.
MBA or Master's degree (foreign equivalent or higher degree) in a related field. Experience in the buying processes in a University setting. Experience with Jaggaer. Experience with any additional e-Procurement systems.
Brief Description of Duties:
The Strategic Sourcing and Business Analyst will assist with the development, implementation, and execution of campus sourcing and procurement strategies. Individual will also serve as the lead human resource and financial/budget coordinator for the department.
Campus Sourcing and Procurement Strategy:
Assist with the development, implementation, and execution of campus sourcing and procurement strategies. Make recommendations on negotiations and category strategies that are in line with the University's objectives, and achieve sustainable relationships with suppliers.
Incumbent shall create, design, and relay information to various vendors regarding the needs of the University for particular categories of goods. This includes commodities ranging from materials to labs, to office supplies such as pens and pencils. Review for contracts and/or discount opportunities to see if these need to be created and also review for commodities and work to improve efficiency and reporting.
Work on negotiations with various vendors and suppliers, while maintaining a positive and cooperative relationship. Create and foster key vendor/supplier relationships where none currently exist (i.e. Jaeggar).
Incumbent will be responsible for making clear and goal oriented recommendations, and providing effective input to campus stakeholders. Incumbent should report accurately on potential savings as well as potential risks. Recommendations and meetings with campus stakeholders should be held regularly.
Research and Development - Research, analyze, and relay industry trends as applicable. Monitor supplier competencies.
System Administrator for Jaggaer/WolfMart e-Pro system (update workflow rules, delegate site administrators for various vendor enablements, coordinate all aspects of error management as it relates to Jaggaer and e-procurement, and act as the point of contact for Jaggaer and Central Administration technical leads).
Manage supplier enablements and vendor catalogs for Jaggaer. Oversee and run any third party integrations and implementations associated with the Stony Brook e-procurement solution (i.e. P-Card in Jaggaer).
Responsible for the coordination of all system testing, including, but not limited to Jaggaer upgrades. Ensure the integration changes and upgrades in SUNY and/or the Research Foundation systems are functionally sound, as they relate to Jaggaer workflow processes.
Point of contact for all communication between SUNY/Stony Brook Procurement and Jaggaer as it relates to Stony Brook's migration to the SUNY-shared instance of Jaggaer.
Metrics and Analytics:
Maintain and analyze spend data to formulate on-going strategies regarding product and service procurement opportunities, establishing the commodity categories and sub-categories that will be the target of the strategic sourcing efforts for the future. Attend trade shows and conferences in order to stay current on new opportunities.
Perform data mining utilizing the data warehouse.
Collect, organize, analyze and disseminate significant amounts of information with attention to detail and accuracy.
Assist with contract management and monitoring.
Use technical and best practice skills to provide the AVP for Procurement with timely information regarding the status of University contracts.
Use analytics to make recommendations and organize process improvement.
Perform regular analysis of Procurement processes.
Financial Business Management:
Responsible for planning and coordinating the accounting and budgeting for all program areas under Procurement. Manage all budget analysis to include projections for revenue, forecasting, and development of spending plan. Create and update detailed spreadsheets ensuring accuracy. Develop and prepare reports utilizing various reporting and analysis tools.
Compare department accounts to various financial/accounting systems, to include SUNY BI, SBU Reporting, and RF Reporting. Ensure financial reporting issues are identified, tracked, reported on, and resolved in a timely manner. In the case of any discrepancies, ensure issue resolution with appropriate departmental staff and/or outside departments.
Human Resource/Personnel Functions:
Oversee the Human Resource Coordinator in the following duties:
Using the applicant tracking system including entering of requisitions, timely follow through to posting, charging of search committees, ensure interview scheduling and completion of onboarding tasks and processes.
Departmental onboarding to include coordination for appropriate, trainings, issuance of keys, computer accounts and access, etc.
Track and coordinate timely submissions of Employee Programs & Evaluations.
Perform all PeopleSoft transactions for appointments, reappointments, changes, leaves and terminations.
Oversee the management of student and temp agency workers.
Coordinate all tasks associated with resignations and terminations of employees.
Train category and product expertise to buying groups to build Procurement staff knowledge base. In addition, train the campus community/stakeholders on the specifics regarding strategic implementations. This should be accomplished by sending out regular emails, and holding an annual training in line with the Procurement department's campus training.
Incumbent must be educated on and comply with all NYS and RF statutes and policy in the performance of above tasks. Attend trainings, seminars, focus groups, etc as needed in order to stay current with all policies and procedures in order to safeguard the university from a potential fine.
Manage the above priorities effectively and efficiently against an established timeline.
Other duties or projects as assigned as appropriate to rank and departmental mission.
This is a full time appointment. FLSA Exempt position, not eligible for the overtime provisions of the FLSA. Minimum salary threshold must be met to maintain FLSA exemption.
