Potomac State College (PSC), part of the West Virginia University (WVU) system of campuses, located in Keyser, WV is seeking highly qualified candidates for the position of Facilities Director. This position will provide primary oversight and direction to the Facilities Department in a key leadership role to include operational oversight of daily operations and projects, budget management, and personnel management. Position will report directly to the Executive Director of Finance and Operations and work closely with Morgantown Facilities Management staff.
In order to be successful in this position, the ideal candidate will:
Manage 2 facility leads, 1 supervisor, and a Facilities Management team of employees focused on productivity and resource management.
Be instrumental in establishing safety and security standards for the campus and developing plans to address short and long term needs in operations and deferred maintenance.
Provide a point of contact for outside agencies.
Develop & manage annual operating and capital budgets.
Document deferred and renewal needs for projects.
Manage local projects completely and coordinate WVU-initiated repairs or projects.
Assist with resolution of customer complaints/issues.
Coordinate other Facilities Department activities such as construction and landscaping.
Procure and manage outside vendor contacts in coordination with the PSC Business Office & WVU Shared Services.
Initiate and deliver regular performance appraisals of employees, including plans for improvement.
Accurately keep all timecard data. Approve leave and time cards.
Analyze job assignment, work areas, equipment, and processes; responsible for continuous improvements. Forecast and identify future needs, material and labor.
Provide work assignments for employees; Supervise work methods and assignments; Oversee progress of work.
Utilize Facilities Management software system effectively as an operational tool for employee staffing levels, material usage, customer service, cost control, benchmarking, and overall productivity.
Coordinate the housing move-out and move-in schedules to perform maintenance on vacated units during the make-ready period.
Be responsible for all planned and preventive maintenance activities.
Be available to take after-hours, emergency calls for service.
Bachelor's degree or equivalent combination of education and experience.
5 years - Experience in facilities management and general building maintenance. Experience developing operational strategies and associated budgets.
3 years - Experience with health and safety rules/regulations.
Knowledge of general accounting principles.
Demonstrated ability to manage multi-trade organization.
Knowledge of materials, methods, tools, equipment, occupational hazards, and safety precautions of building maintenance, custodial, and grounds work.
Ability to communicate concisely and professionally, verbally and written.
Experience in management, leadership, and supervision.
