The Policy Specialist/Policy Analyst will be responsible for supporting quantitative research and data analytics related to aging and disability and the delivery and financing of LTSS. Specific duties include:
For Maryland Medicaid and other state agency clients, conducting statistical analysis, modeling, and advanced analytics using large data sets, including performing data linkages at the individual level (e.g., Medicaid and Medicare administrative data, nursing home assessment data, and/or data from the LTSSMaryland reporting system)
Developing and producing operational reports for Maryland Medicaid on program enrollment, provider participation, service utilization and costs, and quality measures
Managing data collection for Medicaid pilot programs to facilitate provider reimbursement, program monitoring, and evaluation
For faculty-led quantitative research, contributing to the development of research questions, methodological approach, and proposal preparation
Participating on project teams for funded proposals
Developing interactive data presentations and visualizations for data.hilltopinstitute.org
Developing, administering, and analyzing web-based surveys of providers, program participants, and stakeholders using online survey tools
Conducting structured interviews and literature reviews to inform research questions and methodologies
Participating on multi-disciplinary internal and external project teams that include SAS programmers, policy analysts, project management specialists, and researchers
Preparing reports, memoranda, and meeting minutes; contributing to issue briefs, presentations, and articles for peer-reviewed journals
Performing other duties as assigned
Required Minimum Qualifications:
Requires a master’s degree with course work in public policy/administration, economics, research methods, gerontology, public health, or a related field. (Note: A bachelor’s degree and two years of experience in public policy/administration, economics, research methods, gerontology, public health, or a related field may be substituted for the master’s degree and required experience.) Must be proficient with Microsoft Word, Excel, and PowerPoint and have strong analytical and effective communications skills (both verbal and written).

*Note: Position title will be determined by the candidate's education and experience.
The ideal candidate will possess the following professional and interpersonal competencies: experience with SAS, SQL, Python, and/or other programming software; experience with Tableau or other data visualization packages; experience with Qualtrics or other web-based survey tools; background in research, evaluation methodology, and analysis involving large data sets; knowledge of publicly funded health insurance programs, such as Medicare and Medicaid; research interest and/or experience in aging and disability; ability to set priorities, manage multiple projects simultaneously, and complete projects on time and within budget; well-honed problem-solving skills; demonstrated ability to communicate verbally and in writing to diverse audiences; the ability to work in multi-disciplinary teams and be flexible in a fast-paced environment; and excellent interpersonal skills.
