The Administrative Manager ispart of the Administration and Operations team within the Office of the Provostat Vanderbilt University and is a key individual contributor responsible forthe day to day operations of human capital management and finance functionsserving as a Financial Unit Manager (FUM) and Human Capital Manager (HCM)Specialist in the Oracle Cloud administrative system. This position providesfinancial unit management, administration of payroll and personnel functions,and general guidance and assistance for staff, often performing in a liaisoncapacity. Reporting directly to the Associate Provost for Academic Initiatives,the Administrative Manager interacts regularly with staff in the Office of theProvost and its reporting offices, and with other FUMs and HCMs across campus.Working closely with the Chief Business Officers, the Administrative Managermonitors systems and procedures to ensure compliance with accountingprinciples, University, State, and Federal regulations, and audit requirements,serves as a key departmental contact on Vanderbilt policy and processquestions.
The Administrative Managerwill review and approve all financial transactions for various areas reportingcentrally to the Provost, and will ensure that all transactions are recordedaccurately and are in compliance with applicable university and departmentalpolicies. The position processes hiring, transfers, promotions, and end ofemployment transactions, and serves as the area resources on time and absencereporting. The Administrative Manager assists hiring managers with therecruitment process, position reviews, and reclassifications.

Duties and Responsibilities
Financial Unit Management
Reviews and approvesfinancial transactions for assigned financial unit(s) in the Oracle Cloudsystem, including procurement requisitions, travel and entertainment expensereports, and procurement card expense reports.
Maintains an extensiveunderstanding of the university's chart of accounts and departmental use ofProject Portfolio Management POET structure as well as travel and procurementpolicies.
Maintains extensiveunderstanding of institutional and departmental policies. Uses excellentprofessional judgment and integrity to evaluate the appropriateness ofexpenditures and possesses the maturity and confidence to address questionabletransactions either directly or by escalating them, if needed. Uses highattention to detail to ensure every component of a requisition or expensereport is accurate prior to approval. Adopts best practices in the review andmanagement of financial resources addressing any needed changes or adjustmentsin a timely manner.
Maintains big pictureperspective in order to ensure that all expenditures are evaluated to assessimpact on departmental operational needs and financial goals.
Serves as the keytrainer to various Provost units on SkyVU/Oracle Cloud systems and processes.
Human Capital Management
Understands the staffHR life cycle from onboarding to retirement.
Advises on routine HRprocesses and identifies more complex situations that require the involvementof others.
Assists employees withself-service transactions, as needed.
Maintains an extensiveunderstanding of HR functions in Oracle and related connections with OracleFinancials.
Analyzes and processescomplex transactions with forethought to implications and requiredcommunications.
Performs other dutieson the HR spectrum as assigned.
Profile of an Ideal Candidate
A Bachelor's degreefrom an accredited institution of higher education is necessary.
At least 5 years ofdirectly comparable experience is necessary.
Strong interpersonaland communication skills and the ability to work effectively with a wide rangeof constituencies in a diverse community.
