Management Accounting and Analysis has an outstanding opportunity for a Compliance Analyst. This position primarily provides institutional compliance oversight and campus training for institutional service and recharge centers (centers). Responsibilities include reviews of centers' rate methodologies to ensure compliance with Federal regulations. Evaluation and review of complex fiscal analyses may include, but is not limited to, program income rate reviews, revenue rate methodology reviews and other budget/rate reviews at the request of leadership. Additional responsibilities include supporting the development, compilation and completion of the UW Facilities and Administrative (F&A) rate proposal in accordance with the Office of Management and Budget (OMB) Uniform Guidance included associated internal and external data requests. This position will also provide effort reporting and cost sharing guidance, training, and technical support to academic department and central administrative office personnel including, but not limited to, institutional systems established to record and track effort and cost sharing as needed. In addition, it has substantial responsibility for consulting, training, technical analysis, recommendations and participating in cross departmental teams including responding to internal and external audits.Complexities include an ever changing fiscal environment, multiple policies and procedures for Federal, State, University and local regulatory agencies. This includes the implementation of specialized regulations such as Cost Analysis and Rate Setting Manual for Animal Research Facilities. Emerging issues in Federal, State, University and other applicable policies and procedures may require guideline revisions and development including related procedural operations documents. There is a variety of centers from a diverse group of individuals with varying degrees of needs and specialized forms and templates which this position supports. Supporting the development of the UW's F&A rates and effort reporting is institution-wide. All functions involve continual cross-campus collaboration and communication, deep knowledge of federal costing principles, exceptional technical and cost accounting knowledge, and working knowledge of the UW's financial system and other vital institutional systems. The position also supervises a professional staff employee and may supervise several department student workers.The position advises and reviews costing methodologies and compliance from relatively small to multi-million dollar centers. Particular care is given to larger centers and those with a large customer base who pay with Federal funding sources, primarily sponsored grants and contracts. Review and evaluation of rate proposals and methodologies is primarily driven by the likelihood of resulting rate charges being made directly to sponsored agreements. Position represents central administration service and recharge center position in meetings with central offices, e.g., Office of Planning and Budgeting, Financial Reporting and, on a regular basis, with Deans'/VPs' and department offices. In FY 2018, the UW recovered ~$263 million in F&A recovery on sponsored research. This position provides additional technical support necessary to develop the F&A rates and helps ensure compliance associated with effort certification and cost share.Responsibilities:Accounting and Analysis:*Develop and maintain a comprehensive compliance program pertaining to service and recharge centers*Evaluate and review complex fiscal analyses. Evaluation and review of complex fiscal analyses may include but is not limited to program income rate reviews, revenue rate methodology reviews and other budget/rate reviews at the request of leadership. This includes fiscal analyses in support of F&A data requests and proposal development.*Review, assess and, as necessary, request changes to various costing methodologies to ensure compliance with Federal, State and University policies and regulations*Review and evaluation of rate proposals and methodologies is primarily driven by the likelihood of resulting rate charges to direct charge sponsored agreements. Such proposals may include the F&A proposal and/or fringe benefit proposal.*Examine non-financial information during the rate proposal approval process. *Provide guidance on technical, complex compliance questions/issues related to Federal, State, University, and other applicable policies and regulations. This includes associated complex technical compliance questions, interpretations of associated Federal, State, University and other applicable policies and procedures. *Develop and maintain various compliance guidelines, forms, templates and other tools to aid units in the establishment and ongoing management of center financials. *Advise and assist University faculty and staff regarding fiscal policies and procedures*Evaluate financial reports submitted by centers for compliance with policies and regulations. *Represent centers' progress on deficit resolution at the quarterly University deficit meeting when applicable. *Examine, analyze, and provide recommendations on deficit resolution plans for service and recharge centers. *Perform other management accounting duties as assigned.Policy and Procedure Development and Compliance:*Proactively identify and research emerging center issues and revise institutional policies/procedures as deemed appropriate. Identify key issues and areas of concern and recommend/implement course(s) of action to Office of the Controller senior management and appropriate departments. *Conduct regular and random sampling of effort and cost share data for compliance.*Independently coordinate resolution of problems among faculty, administrators, Grant and Contract Accounting (GCA), Office of Sponsored Programs (OSP), Payroll and/or fiscal staff related to effort reporting and cost sharing.*Emerging issues in Federal, State, University and other applicable policies and procedures may require guideline revisions and development including related procedural operations documents.*Take a lead role in assessing and responding to both internal and external audits and audit reports regarding centers.*Work to consistently and continuously improve processes, incorporating LEAN improvement concepts into daily work. Lead LEAN and other process improvements working with customers and process partners. *Develop reports, surveys and other tools to aid centers in complying with institutional policies and procedures. *Update practices, procedures and policies based on internal/external audit recommendations. Data/Information Acquisition:*Conduct statistical analyses of centers' fiscal and administrative data, prepare specialized reports, examine internal controls and analyze effectiveness of same to determine compliance with Federal, State and University policies and procedures. Where necessary, work with centers' to develop plans to correct deficiencies. *Report recommendations and findings to Assistant Director and Executive Director and, when applicable, Dean's and VP's offices, Office and Planning and Budgeting, and Financial Management. *Gather data from existing centers to advise on trends and appropriate processes to meet compliance requirements. Consulting/Training:*Develop and deliver high quality training campus-wide including developing best practices, training program development, Power Point presentations, and annual POD Service/Recharge Center class. *Provide effort reporting and cost sharing guidance, training, and technical support to academic department and central administrative office personnel including, but not limited to, institutional systems established to record and track effort and cost sharing*Work collaboratively with customers, suppliers, process partners, peers, and leaders. *Offer one-on-one training to new and/or existing centers. *Proactively review and discuss emerging trends and policies related to Federal, State and University policies and regulations. *Consult with departments on various areas including costing methodology, audit risk and management/oversight structure. Cross Departmental Teams:*Organize and participate in the University Self-Sustaining meeting, which includes representatives from the Office of Planning and Budgeting, Financial Accounting, Grant and Contract Accounting, and Management Accounting and Analysis. The team examines current policies and procedures, emerging trends, and identifies and develops process improvements. *Represent centers' interests and concerns as well as advising the group of current center deficits at Quarterly Deficit Meeting organized by the Office of Planning and Budgeting. The team includes representatives from the Office of Planning and Budgeting, Financial Accounting, Grant and Contract Accounting, and Management Accounting and Analysis. *Work on projects as assigned including policies, procedures, and guidelines that may include multiple offices. Supervision and Leadership:*Serve as team leader on Financial and campus teams regarding centers and other institutional self sustaining units *Supervise work of Recharge Analyst position as well as several MAA student employees. The supervision of these individuals also includes management of workload, time keeping and any related personnel issues.
