APEX, the Academic Partnership and Engagement Experiment, is a new United States Air Force (USAF) program developed in partnership with Wright State Research Institute to improve engagement and collaboration between the USAF, academia, and its industry partners. The APEX Small Business Technology Transfer (STTR) Program Director is responsible for leading a new United States Air Force (USAF) STTR program that includes training, education, mentoring and collaborating with academia and industry. Responsibilities include but aren't limited to day-to-day operation of the USAF pilot STTR program to enable and increase entrepreneurship and collaboration across the USAF, academia, industry and other DOD.
The focus of this position is the development of applied research and development transition from academia to small businesses engaged or the potential of engaging in the STTR program. A major focus of this position will also directly support economic development and commercialization objectives across the US in support of the USAF. This position will establish the STTR support team to create and execute a pilot STTR program(s) to increase the USAF's return on investment.
MPA or MBA in the area of entrepreneur development or related field. Must also have a Bachelor’s technical degree in engineering.
Minimum 20 years' experience providing support to commercialization efforts either at the State level or Federal level managing and developing business collaborations, media relations and team building in working with academia, industry and the Government.
Demonstrated knowledge of research and development business and procurement transactions including, but not limited to: National Academia of Sciences, NSF, NIH, DARPA, AFRL, ONR, AFOSR, LCMC, NASIC, ARL, IARPA, SOCOM, industry and many other government and industry research and development organizations.
Demonstrated expertise in R&D Request for Proposal RFP development, management, award and execution of innovation contracts and teams.
Familiarity with appropriate procurement processes, opportunities and vehicles based on statewide and national market resourcing, capability and contracting strategy analysis.
Expertise in program and project management of project portfolios exceeding $20M in value.
Active relationships with external network of industry and government bodies to gather leading practice insights and discuss new trends and directions and unique teaming opportunities. In particular, must have direct experience working with the DOD/NASA/DOESTTR and SBIR Programs.
Demonstrated understanding of long-term market forecasts, trends and competitive positions to maximize advantages while executing strategy and demonstrated success of strategy execution.
Demonstrated practical negotiation skills and additional competencies attributed to complex, multi-issue and multi-party transactions working at the local, State and Federal levels.
Experience providing leadership in creating collaborative multi-discipline programs across local, state and national teams across the US.
Must have served on at least 4 or more board of director's positions working with technology companies and or startup organizations.
Essential Functions and percent of time::
35% -Lead the APEXSTTR pilot program that will leverage the defined gaps and topic areas for the 2030 initiative goals.
35% -External interface for entrepreneurship development across academia, industry, DOD and USAF across the US -Foster industry involvement in science and technology (S&T) advancement for DOD and the USAF.
25% Support APEX leadership in developing and maintaining a high ROI program for the USAF, SBIR/STTR programs and in developing new initiatives in support of that goal.
5% Lead, manage, organize, and supervise STTR consulting and subcontracting team, operations, meetings, and conferences.
Special contract terms and conditions of employment apply. Length of contract is one year, renewable, contingent upon funding.
