The University of Iowa's Finance & Operations Division (FO) is seeking a HR Associate to provide Human Resources services pertaining to talent acquisition, leave management, payroll and time records, personnel transactions and records, compliance monitoring, and onboarding activities.
Assist in serving as welcome desk for FO HR.Greet visitors, answer basic employee questions and direct individuals to the proper resource for assistance.Assist in maintaining departmental HR email account and main phone number. Coordinate HR office operations and assist in developing operational policies and procedures in support of FO HRinitiatives.
Process personnel transactions such as appointments, transfers, terminations, status and pay changes and special compensation. Maintain employee information in University HR systems such as PeopleSoft, OTAC and CQ, as well as departmental information systems.Maintain personnel records and metrics as directed.
Serve as Recruiter for departmental searches. Act as search administrator, coordinating most activities in the recruitment cycle, such as advertising, dispositioning of applicants, conducting phone screens, scheduling interviews, and extending offers.Administer post-offer and pre-hire processes.
May facilitate or assist with student employment, including job postings, appointments, pay changes, performance evaluations, etc.
Coordinate employment process for temporary staffing needs.
Oversee onboarding of new FO staff.Conduct day one in-processing, including I-9 work authorization.Monitor completion of orientation checklists.
May facilitates the preliminary processing of departmental biweekly and monthly payroll data, ensuring accuracy related to paid time off, overtime, compensatory time, and shift differential in compliance with the University Operations Manual, collective bargaining agreements, and federal and state employment laws.Monitors maintenance of time and attendance records and their interface with the University HR system (PeopleSoft) and departmental systems.
May administer the Compliance & Qualifications system (CQ), including set up of training courses and other compliance actions, maintenance and assignment of employee populations, recording of rosters and attendance, and extensions of individual due dates.Provide basic reporting on compliance training.Actively coordinate with unit compliance administrators to ensure deadlines are met.
May assist with coordination of resources, scheduling arrangements, and registration for departmental training as requested. Coordinate with leaders as well as training vendors to schedule classes and administer attendance and billing.
Participate in other human resources projects as requested.
The Finance & Operations division consists of approximately 1300 employees and includes various university services departments such as Facilities Management, Parking & Transportation, Public Safety, Business Services and Treasury Operations.

Bachelors degree in Human Resources Management or Business Administration or related field, or an equivalent combination of education and experience
6 months experience in a human resources organization
Excellent written and verbal communication skills;
Demonstrated proficiency with Microsoft Word, Excel and PowerPoint;
High attention to detail;
A strong customer service orientation;
Ability to work with a diverse group of staff at all levels of an organization.
Excellent organizational skills and ability to manage multiple priorities;
Administrative experience in an organization with a large number of employees and complexity (i.e., union environment);
Experience with time and attendance systems;
Experience with human resources functions, systems, processes and policies at The University of Iowa.
