The Operations and Maintenance Engineer provides engineering design and project management support regarding building infrastructure and building systems at the main campus. S/he performs investigations with limited guidance from the Director of Facilities Management to identify repair patterns and recommend solutions. The Operations and Maintenance Engineer independently plans and carries out assignments, interprets policy, coordinates work with others, resolves most of the conflicts that arise, and keeps the supervisor informed of far-reaching implications. Reporting to the Director of Facilities Management who establishes overall objectives and resources available, the incumbent has duties that include but are not limited to:
Plans and accomplishes varied and complex project management duties in participation with project teams and makes decisions affecting areas of responsibility that are controversial and precedent setting.
Assists the Director of Facilities Management and Associate Directors in preparing the fiscal year annual reports identifying work project status, initiation and completion, and preparing annual budget requests identifying anticipated expenses of maintenance and operations.
Participates in the preparation of preliminary design, computations, and other engineering data, and coordinates with other engineering staff in the completion of mechanical, electrical, plumbing, building structure systems, energy monitoring and control systems projects.
Receives conceptual project needs from the Director of Facilities Management and Associates and develops project specifications, including cost estimates for completion.
Reviews all engineering design submissions as presented by contractors or consultants, and reviews, evaluates, and makes recommendations for acceptance and/or rejection based upon compliance with design specifications.
Establishes cost estimates on equipment and contracts which should be included in the budget process, and assists the Director of Facilities Management and Associates with creation of budgets for designated contract services.
Inspects work in progress by outside contractors as well as union employees and ensures that accepted construction trade practices are utilized.
Directs necessary changes, resolves controversial problems, ensures conformance to plans and specifications, and furnishes other assistance as required where deficiencies are noted.
Collaborates with the architects, engineers, estimators and technicians in conducting studies for proposed projects.
Reviews technical aspects of plans and specifications developed in-house or by architects and engineers, discussing design problems with Design and Construction staff.
Conducts studies reviewing operating reports, financial statements, and costs and rate analysis of utility costs for building operations.
Pursues and implements technical and operating solutions to engineering related problems and serves as a liaison with the centralized groups under the Vice President of Planning and Facilities Management.
Acts as a liaison between the Director of Facilities Management and clients in the Medical, Academic, Residential and Administrative areas and, their staffs, and other occupants, for the purpose of receiving and acting upon unusual service requests.
Bachelor degree in Engineering or a related technical discipline
4 plus years' experience working as a project engineer
Mastery of Professional Engineering concepts, principles and practices of one or more of the following professional engineering disciplines: General, Civil, Mechanical, Chemical or Fire Protection Engineering
A wide and varied working knowledge of the areas of construction materials, methods, quality control, design, and engineering gained through progressive professional experience
Ability to manage all aspects of major construction projects and to develop operating parameters and preventive maintenance plans for major equipment installations
Knowledge of the principles of effective written communication and the ability to write in a clear and concise manner
Knowledge of master-specification systems and word processing applications in the production of construction specifications
Professional Engineer license or CFM Certification preferred
