SUMMARY: The Controller’s Department is responsible for the University's financial accounting and reporting functions, including Payment Services, General Accounting, Grant Accounting, Financial Reporting, 1099 and 1042S reporting. Payment Services is responsible for the non-payroll disbursement function of the University, providing services intended to meet the needs of its customers, both in the internal campus community, external vendor community, and the regulatory community who govern and audit the operations. This includes but is not limited to processing of checks for vendors, issuing 1099s and 1042-S to IRS, administering Non Resident alien compliance reporting and withholding, and the University travel card programs. Within the Controller area, the Payment Services office must establish and maintain excellent working relationships with Procurement Services. Data entered into the Financial System Payment Services module has significant impact on accounting and budgetary balances across the campus and the compliance issues surrounding disbursements can be complex.
STATEMENT OF PURPOSE: The Payment Services Supervisor assists with supervising the operational, financial and personnel functions and responsibilities of Payment Services; supervises and performs check cycle functions; assists in processing checks, month end and year end close process, and solving and correcting errors.
PRINCIPAL DUTIES AND RESPONSIBILITIES: • Interact on a daily basis with various campus personnel, including staff and faculty, as well as outside vendors and other members of the public, and support the overall finance operations from the Payment Services perspective. • Responsible daily for ensuring that financial obligations for assigned vendors are met and that internal control procedures are consistently followed in accordance with MSU policies and campus procedures. • Ensure that the payment cycles are processed according to schedule. • Troubleshoot all outstanding supplier statements. • Assist in Non-Resident Alien payment processing and withholding. • Assist with managing, coordinating, and monitoring daily Payment Services operations. Play a key role in developing and modifying payable systems, procedures and policies. • Participate in College or site meetings with regard to Payment Services policies and procedures. • Confer regularly with supervisor and other office staff, to plan, coordinate and evaluate systems/activities/ policies, exchange information, investigate and resolve problems, explain policies and procedures. • Takes the lead of, trains, schedules, assigns and reviews work of assigned personnel. Assists with the performance evaluation process of assigned personnel for efficiency and effectiveness. Contributes towards the preparation and communication of regular performance evaluations; assists with personnel actions, i.e., hiring, discipline. • Coordinates the preparation of year-end 1099 processing; creates, initiates, and reconciles data for reporting. • Assists with administration of the travel card program • Assists with month end and year end close • Performs other duties as assigned. • Management retains the right to add or change job duties at any time.
REQUIRED: • Bachelor's degree from an accredited university or college in finance, accounting or related discipline. Applicants who do not possess the required education may substitute experience on a year-for-year basis. A Master’s Degree may be substituted for one (1) year of the required experience. • Minimum of three years of experience in Accounts Payable • Demonstrate the following traits: integrity, dependability, and enthusiasm and must be detail oriented and possess teamwork and organizational skills. • Knowledge of general accounting principles, regulatory standards and compliance requirements • Proficiency in MS Office, including the ability to operate computerized accounting and spreadsheet programs • Ability to work independently or as a team member PREFERRED: • Experience supervising the work of staff • Experience administering a Travel or Purchase card program. • Experience with payments for Non-Resident Aliens. • Payment Services certification • Knowledge of running queries and developing reports • Experience with PeopleSoft or Workday Financial systems • Ability to develop relationships with internal and external constituencies • High degree of accuracy, attention to detail and confidentiality • Excellent data entry skills • Excellent analytical, problem solving and decision making skills • Effective verbal, listening and written communication skills • Effective organizational, stress and time management skills • Demonstrates a sense of urgency and ability to meet deadlines

This is a civil service position. After successfully serving a 4-Month Working Test Period as required by the State of New Jersey, you will then be certified to your position, meaning you will attain a permanent status in this title.
Salary Range: P17: $61,416.68 - $87,189.17
