Rutgers, The State University of New Jersey, is seeking a Contract Life Cycle Manager for the University Procurement.This position reports to the Director of Procurement Center of Excellence, the Contract Life Cycle Manager is a key role in the Rutgers Procurement organization, owning and continuously improving on Contract Life Cycle management process.
Among the key duties of this position are the following:
Serves as an interface between key business (Rutgers) stakeholders, suppliers and the Procurement Category Managers.
Manages and optimizes utilization of the contracts, including making recommendations, record keeping, monitoring compliance, tracking performance against contract terms, and managing contract expiration to minimize the risk of supply interruption.
Develops and implements procedures for contract management and administration in compliance with university policy.
As needed, provides guidance on contractual matters to operational staff or key stakeholders, including training to operational staff and other employees in contracting practices and procedures.
Develops a contract performance measurement plan, prepares and executes evaluation reports in cooperation with key stakeholders and supplier
Leads Development of tools and reports to analyze contract spend activity, compliance, risk, cost savings opportunities, identify and prioritize sourcing projects, and long-range planning inputs to the overall process to ensure accurate pipeline and supplier project visibility.
Supports and tracks Supplier risk evaluation process development and documentation.
Ensures P2P process documentation is available and compliant as it relates to contracts.
Minimum Education and Experience:
BA or BS required
A minimum 5 years' experience in contract management in Supply Chain or Procurement, Procurement /Procurement Systems
Required Knowledge, Skills, and Abilities:
Thorough knowledge of different types of contracts
Strong project/program management skills
Experience with Procurement Systems/IT applications, proficient with Microsoft Excel (advanced functionality) and PowerPoint
Strong written and oral communications skills with demonstrated ability to effective create and deliver effective presentations and influence others
Demonstrated ability to work across all levels and functions of a global, complex, changing environment to drive value-added results to the organization
Solid knowledge of strategic sourcing process
General knowledge of all direct/indirect categories and associated spend
Procurement qualifications are a plus such as CPSM, MCIPS or PMP
7 years' experience in Procurement/Procurement Systems
Experience in working with automated Oracle expense systems
Experience with purchasing and account payable systems, preferably Oracle and Jaggaer
Proficiency at using Microsoft's suite of Office products
